Research On The Construction Of The Air Evacuation System For The Wounded And Sick In Our Army

There are following characteristics for modern warfare:diversification of combat model,momentary process,great depth,high strength and high precision of combat,precise killing beyond range of visibility,which have brought great difficulties to the treatment of war wounds,especially a higher requirement for the rapid response by aeromedical evacuation and real-time logistic support.Therefore,the aeromedical evacuation becomes an important part of medical support research around the world.With the rapid development of modern science and technology,the world’s aeromedical evacuation develops by leaps and bounds,but the development of our military areomedical evacuation is very slow,such as hindered command,unadvanced technology and equipment,low personnel quality and so on.In particular,in the future large-scale military operations of important strategic direction,not only the air attacks and defensive combats are fierce,but also the airborne and landing combats are extremely fierce.So the possibility for the occurrence of large quantities of the sick and wounded will greatly increase.It will be the focus of the PLA and our country to minimize possible casualties through the implementation of the fast and efficient aeromedical evacuation,which even may be an important factor to affect the ending of war.Therefore,how to establish a scientific and comprehensive system of aeromedical evacuation has become a serious problem in the study of our military aeromedical evacuation.Under this background,this dissertation takes aeromedical evacuation as the theme,studies on needs and emphasis for our military aeromedical evacuation system construction,puts forward the overall objectives and organizational structure of the construction,studies and analyzes composed elements of our military aeromedical evacuation system.The main contents and creative contributions of the dissertation are summarized as follows:(1)The present situations and construction needs of our military areomedical evacuation system have been systematically analyzed.Areomedical evacuation plays an irreplaceable important role in the logistic support of carrying out diversified military tasks.Nowadays in the armed forces of developed countries,the primary evacuation way for the wounded is areomedical evacuation,and a relatively complete system of areomedical evacuation has been established.The ability of areomedical evacuation of the PLA is still relatively weak,and there are still large gaps between our military power and military power of Europe and America.In addition,areomedical evacuation system construction is a complicated systems engineering,which is quite different in different historical periods and under different forms of war.Therefore,from the the international and national perspective,on the basis of the study on characteristics of modern high-tech local wars,the military areomedical evacuation system requirements have been comprehensively analyzed in this dissertation.(2)The construction and organizational structure for the areomedical evacuation system of the PLA have been systematically discussed.Through the study on areomedical evacuation system of the PLA,the general construction objective has been proposed,which has focused on "tight and efficient command system,scientific and rational allocation structure,well-trained technical team,advanced medical equipment",and provides directional guidance for our military areomedical evacuation system construction.Six major support systems for areomedical evacuation system have been proposed firstly,including:areomedical evacuation command system,areomedical evacuation organization system,areomedical evacuation training system,areomedical evacuation power system,areomedical evacuation equipment system,areomedical evacuation support system,which perfect the organizational structure of the areomedical evacuation system of the PLA.(3)The construction method and emphases for the areomedical evacuation system of the PLA have been systematically put forward.In this paper,not only the concept of the six support systems for areomedical evacuation was first proposed,but also the command system,organizational system,training system,power system,equipment system and logistic support system were respectively studied in-depth,the following suggestions for systematic construction of areomedical evacuation have been put forward:the construction of "unified" command system for areomedical evacuation,the construction of"regionalized" organizational system for areomedical evacuation,the construction of"standardized" equipment system for areomedical evacuation,the construction of"motorized" power system for areomedical evacuation,the construction of"actual-combatized" training system for areomedical evacuation and "modularized" logistic support system for areomedical evacuation.So a scientific and perfect organizational structure for areomedical evacuation has been constructed,which has provided unhindered and efficient command,reasonable power allocation,advanced equipments and efficient logistic support for areomedical evacuation.The result of this dissertation provided a useful reference and new ideas for areomedical evacuation system construction of the PLA.
