At present,the situation of our country’s occupational health and safety is severe with the rapid development of our country’s economy.From the perspective of the status of occupational health and safety,in recent years,the death rate of occupational health of 100 thousand people in the workplace of our country has reached to about 8.3,which is much bigger than that of countries with excellent occupational health and safety management.From the perspective of the contents of occupational health and safety,the workload and working hours are not reflected in the occupational health and safety management system in China.From the perspective of the depth of occupational health and safety management system,China has carried out a lower level of management of occupational health and safety in terms of mental health,social responsibility,knowledge management,risk management and so on,and lack of systematic and integrity.From the perspective of the operation performance and sustainable development of occupational health and safety,China has long pursued economic benefits unilaterally,neglecting social and environmental benefits,resulting in the imbalance of sustainable development caused by the less concern of people oriented,the lack of professional ethics,the less of social responsibility and the low level of risk management.Based on this,a comprehensive evaluation of the occupational health and safety management system in China is beneficial for promoting the sustainable development of our occupational health and safety management system,and is imperative.By searching and reading a lot of references,this research takes the evaluation of occupational health and safety management system in China as the theme,assumes PDCA theory,occupational health ethics theory,social psychological factors and organizational factors(working stress perspective),accident causation theory,and toxicology theory as the basis,analyzes the overall operation of our country’s OHSAS18001,constructs a set of relatively scientific combined evaluation method of standardized system,screens the established indicator system using the interval estimation model,evaluates the indicator system adopting the improved AHP and 2-tuple linguistic information,carries out a case study in one mining industry in Ezhou City,China,and finally a conclusion is drawn,the corresponding countermeasures and suggestions are given,a summary and a research prospect are made.This article is mainly composed of four parts:Part Ⅰ,including Chapter One,which mainly introduces the background of this topic,the theoretical significance and practical significance of this study,research trends related to this study at home and abroad,the technical route and research method of the research,and the framework and the possible innovation points of this study.Part II,including Chapter Two,Three and Four,is the basic part of this article.Chapter Two mainly analyzes and summarizes the core concepts and theoretical bases related to this study,which including the concept of occupational health and safety management system,the theoretical point and the enlightenment to this article.Chapter Three mainly starts with the operation framework of occupational health and safety management system in China,introduces the public health and environment,the population,the economy and the society of China,as well as the interpretation based on the occupational health and safety management system.Chapter Four describes the status of qualitative comparison of management system of Sweden,Germany,and Australia,which have the best performance of the occupational health and safety management system,together with International Standardization Organization from the perspective of the overview of occupational health and safety management system,comparison with the occupational health and safety management system in China,and enlightenment to our country.Part III,including Chapter Five and Six,is the core part of this article.Chapter Five mainly expounds the evaluation system of the occupational health and safety management system.Firstly,based on occupational health and safety evaluation principles,evaluation ideas,evaluation subjects,evaluation objects and evaluation methods,to construct preliminary the indicator system of occupational health and safety management system of China and to screen the established indicator system using the interval estimation model to ensure the contributions of all the indicators are great enough.Secondly,to select the appropriate improvement of AHP and 2-tuple linguistic information methods for this study.Chapter six introduces an overview of the mining industry in China,data collection and processing analysis,and then evaluates comprehensively the mining industry using improved AHP and 2-tuple linguistic information,and finally draws the conclusion.Part IV,including Chapter Seven,is the summary of this article.Chapter Seven gives specific countermeasures and suggestions according to the five perspectives of government regulation,professional ethics,social responsibility,risk management and coordinated development of economy,society and environment.Moreover,the three future research directions are prospected.This study is based on the full consideration of the status of occupational health and safety management at home and abroad and related theories,and carries out a beneficial exploration on the evaluation of occupational health and safety management system of China,whose possible innovations include:Firstly,possible innovation on theories.Based on the literature review,many domestic related documents are limited to the theory of accident-causing theory,etc.While this research is based on international occupational health and safety management,it is more natural to refer to the core concept of the standardization system:PDCA Theory,occupational health ethics theory based on the perspectives of ethics,toxicology and psychology of the WHO,social psychological factors and organizational factors(working stress perspective)and toxicology theory.These theories are not only the theoretical basis of this article,but also the beneficial supplement and expansion of the relevant theories of the domestic occupational health and safety management system.Secondly,possible innovation on contents.This research takes OHSAS18001 of China as the content.To set up the indicator system,most of the contents of OHSAS18001,the latest contents of IS045001,part contents of WHO,and part contents of Decent Work and the Goal of Sustainable Development in 2030 are referred to.This is undoubtedly an innovation in the breadth and depth of the study of the previous occupational health and safety management system in the content.Thirdly,possible innovation on methods.After the initial establishment of the evaluation indicators,the weak and the less contributing ones are screened by the interval estimation model to get more reliable and greater contributions ones,which can help set up a good foundation for scientific evaluation.Meanwhile,the improved AHP and 2-tuple linguistic information have improved the accuracy and authenticity of the evaluation results.Additionally,this combination method is not only a methodological trend,but also greatly enriches the content of methodology.Although this research is innovative,there are still many shortcomings and limitations in its evaluation content and evaluation methods combined with the results obtained by the author,which still needs to be further explored.1.From perspective of evaluation content,the research coverage of the social responsibility of OHSAS18001 in China is relatively small,and rarely involves the content of women work,pregnant women protection and other related aspects.Moreover,the content of the related party management is also one-sided,in particular,employers are concerned with suppliers and customers,ignoring residents,communities,government departments,etc.2.Also from perspective of evaluation content,the related research on OHSAS 18001 risk management in China is limited to the content related to IS031000 risk management standards.While in fact,international IS031000 risk management and related contents have been integrated into the occupational health and safety management system,e.g.in the 6.1 term of the new version of the occupational health and safety management system,"Measures to deal with risks and opportunities" are clearly defined,which requires the enterprises to identify the 4.1 term "understand the organization and its environment",4.2 term "Understand the needs and expectations of the parties concerned",and 8.2 term"Operation planning and control".Additionally,it should be combined with the other terms of the new IS045001 occupational health and safety management system with further choice of the evaluation methods.3.From perspective of evaluation methods,considering the limitations of semi qualitative and semi quantitative processing methods for improving the AHP model and 2-tuple linguistic information,some scholar has proposed to use the method of characteristic analysis to quantify the dust,noise and thermal environment in occupational health risk,whose method of quantitative handling of occupational health risks is more convincing than qualitative analysis.Therefore,the next step of this research can incorporate this feature analysis method into the improved AHP model and 2-tuple linguistic information.
