Populations and health are the basic issue of national generation and development,health is the key element of human capital,and the vital guarantee of economic and social sustainable development.With the improvement of people's living standard,people attach more importance to health and their demand for health also increases rapidly.However,health resources are limited,The contradiction between people's increasing demand for life and health and the limited medical and health resources is increasingly apparent.Rational allocating resources,which to maximize health benefits with limited health resources,is the topic for nations all over the world.China is a large socialist country with a large population,which many resources per capita occupancy are lower than the world average level,and per capita occupancy volume of medical and health resources is also relatively low,while,desire and demand for life and health is no less than that of developed countries,with the more serious aging problem and increasing chronic diseases,it is more necessary and urgent to improve the allocation of health resources in China.Furthermore,it also highlights the necessity and urgency of the research and application of pharmacoeconomics in China.Cost-benefit analysis,cost-effectiveness analysis and cost-utility analysis are the most common pharmacoeconomic evaluation method.With the increase of incurable major diseases and chronic diseases,it is hard to monetization the health outcomes by health interventions.Therefore,the research and application of cost-utility analysis are increasingly extensive.Cost-utility threshold is an indicator to judge efficiency of health interventions.The lack of cost-utility threshold makes it difficult to judge the efficiency of health intervention,and restricts the CUA to guide health resource allocation decisions.This study explores the implementation way of estimating the cost-utility threshold usi ng the opportunity cost method of China,and calculated cost-utility thresholds of 2015—2017 separately.The results showed that,cost-utility thresholds of 2015 was the m ost high among the three years-about 0.908 times of GDP per capital that year.Th e cost-utility threshold of the others years(2016,2017)were 0.706 and 0.763 times ofGDP per capital in that year.All these were no more than 0.8 times GDP per capital that year,lower than 1-3GDP per capital/DALY recommended by WHO.The results of this study provide a reference value of cost-utility threshold for health intervention evaluation research and health decision-making,and promote the optimal allocation and rational utilization of health resources in China.
