Diplomacy is the extension of internal affairs.In addition to diplomatic skills and techniques,it is mainly affected by the domestic and international environment.At the beginning of the post-war period,Japan adopted the Yoshida Route,relying on the United States diplomatically and focusing on economic development at home.With the development of economy and the change of cold war situation,Japan actively or passively pursues independent diplomacy.Based on the issues of security,economic development and resource supply,Japan expands the object and form of diplomacy to make up for or repair the negative impact of economic development,and at the same time wants to actively assume international responsibility.It developed from the passive diplomacy to the impulse of independent diplomacy at the beginning of the post-war period,in this process,In what position it is in the diplomacy with China and how the diplomatic relations changed are worth discussing.As a well-known postwar Japanese politician,Ohira Masayoshi served as the Prime Minister of the 68 th and 69 th Generations of the Cabinet.Although he had been in power fot r only 554 days,he had been in the central position of the LDP and its regime for a long time,especially during the period when he served as the foreign ministers of Ikeda Hayato's Cabinet and Tanaka Kakuei's Cabinet,which left a mark in the history of Japanese diplomacy after the war.He lived in the period of political and diplomatic transformation of Japan after the war,and has gone through major events such as the resumption of diplomatic relations between China and Japan,promoting the development of friendly relations between China and Japan,and putting forward the concept of Comprehensive National Security and Pacific Rim Solidarity Initiative.By investigating his diplomatic concept and practice with China,we can understand the development process of Japan's diplomacy with China after the war.According to the order of historical development,this paper puts the concept and practice of Ohira Masayoshi's diplomacy to China in the framework of Japanese diplomacy after the war.Combining with Ohira Masayoshi's political and diplomaticthoughts,this paper identifies the "change" and "invariability" of Ohira Masayoshi's diplomatic concept to China in this process,and points out its position in the history of Japanese Diplomacy after the war.In addition to the preface and conclusion,there are five chapters in this paper.The first chapter is an overview of Japan's diplomacy toward China in the early post-war period,pointing out the origin of the cold war and Japan's policy toward China,and pointing out the "elliptical philosophy" and its political concept of Ohira Masayoshi.The second chapter mainly discusses the relationship between Ohira Masayoshi and Ikeda Hayato's cabinet's policy toward China,including Ohira Masayoshi's views on security issues and its role in LT trade.Chapter three elaborates on the resumption of negotiations between Ohira Masayoshi and China-Japan diplomatic relations,and related issues including "China's Representation Issue","Zhou Hongqing Incident","Oil Crisis" and "China-Japan Air Agreement" are elaborated.At this time,Japan's sense of autonomous diplomacy has been shown.Chapter IV focuses on the summary and outlook of the political and diplomatic transition period of Japan in the 1970 s,from which the sense of autonomous diplomacy emerged in Ohira Masayoshi's cabinet diplomacy with China,such as: Japanese yen loans to China,the conclusion of the Sino-Japanese Cultural Exchange Agreement,Japan's visits to China and so on.The fifth chapter further discusses the relationship between Ohira Masayoshi and Neo-conservatism,and compares it with the Neo-conservatism such as Nakasone Yasuhiro,so as to extract its position in postwar Japanese diplomacy and its influence on Sino-Japanese relations.Based on the interaction between Japan's political and diplomatic concepts and Japan's policy toward China,this paper explores the essence and value of Japan's diplomatic practice toward China,using the theories and methods of history,politics and diplomacy.This paper holds that in the cold war environment,Ohira Masayoshi pays attention to the domestic political environment and international public opinion,and actively seeks independent diplomacy while insisting on coordination with the United States.In Sino-Japanese relations,the contradiction between anti-Communist and trade has been reconciled,but the adherence to the "one-China" principle has forced the two sides to adjust their diplomatic concepts towards China.Ohira Masayoshi actively promoted the restoration of diplomatic relations between China and Japan,showing his sophisticated diplomatic skills and pragmatic style,as well as the implication of his "elliptical philosophy",his keen insight and determination toconform to the trend of the times.During the turning point of the 1970 s,Ohira Masayoshi actively explored the new direction of political diplomacy and put forward the concepts of "Post-war Final Accounts","Cultural era","Comprehensive National Security ","Pacific Rim Solidarity Initiative" and "Idyllic City".His reflections on the post-war "economic era" revealed consciousness of the "post-war" and the transformation of the country,this also raised the idea of directional policy for the Japanese government after that.In the process of transformation from postwar conservatism to full conservatism and rightist deviation,Ohira Masayoshi's concept and role can not be ignored.It was personal color,while conform to the common sense of people.
