The nineteen major reports of the Party pointed out that we should deepen the reform of the institutional and administrative system,take all kinds of institutional arrangements into account and form a scientific and rational management system.The essential meaning is to make function changing,to continue to decentralization,to promote institutional reform,to improve the institutional mechanism and the administrative efficiency,according to the goal of establishing the socialist administrative system with Chinese characteristics,in order to provide a system guarantee for a well-off society in an all-round way.It also means to deepen the reform of the administrative system,including the cultural administrative system,based on the requirements of overall planning of the "five in one" and "The Four-Pronged Strategy" of socialism with Chinese characteristics.It means the reconstruction of the party and government cultural management institutions,which bear the public cultural power and responsibility.In other words,it means to break out the inopportune ideas and institutional mechanisms,to solve the problem of interests hedge,to learn from the experience of the reform at home and abroad,to build a cultural governance system of complete system,scientific standardization and effective operation,and to promote the modernization of our national cultural governance system and the governance capacity.As the connecting point of the administrative organization system of China,the county government is self-evident to the importance of guaranteeing citizens' cultural rights and interests,implementing public cultural services and improving cultural management mechanism.The core of the reform of the county government cultural management system is to promote the various cultural institutions at county to create a good cultural industry development environment,provide high quality public cultural services,and maintain social fairness and justice,and to restructure the power and responsibility relationship between Party and government organs,market and society,and between their internal organs.The thesis focuses on the relationship between function and power and responsibility of institution system of administration,institutions and state assets in cultural area.By using the relevant theoretical achievements of political science,public management,institutional economics,and engineering theory,especially the new institutionalism,it clarifys the historical evolution of the county government cultural management system in China,including the historical path of the three key areas.On the basis of this,the institutional influence factors of the reform are found.Through the questionnaire,the practical problems in the reform are listed;By interviewing,several major institutional factors are summed up.At the same time,the evaluation index system is constructed,and the sequence table of the institutional influence factors is made for the breakthrough and path selection of the system innovation.Finally,it discusses how to build a harmonious relationship between the government,the market and the society,how to construct the microcultural management system that manage the staff,the affair and the assets,how to improve the system of classification,performance,staff and asset,and how to improve the efficiency of the county culture management,to ensure the scientification,standardization and efficiency of the county cultural management system.It is not difficult to see that it is a new theoretical attempt to examine and analyze the reform of the cultural system of the county government by using the tools of new institutionalism,to integrate the school of new institutionalism,to construct a three-dimensional analysis framework of institutional change,institutional efficiency and institutional innovation.Although it is a chanlleng to the refine and integrate the New Institutionalism analysis framework,to choose and test the system effectiveness index system,to fine out institutional factors and to put forwad the pertinacious countermeasures,it also brings chances for research to make a breakthrough.As an applied study,the thesis is helpful to understand the obstacles of the cultural management system,to examine the insititutional factors of institution efficiency,to find out the mthods to improve the reform of the couty government's cultural management system which should better reflect the local characteristics of the cultural management system.
