A Study Of The Chinese Government's Policy And Its Influencing Factors To Deal With The Issue Of Territorial Disputes

Since modern time,the territorial dispute has been the cause of the tension between the countries,and even one of the important reasons of the conflict.China,as the world's most neighboring countries,and invaded by many times in modern time,the territorial disputes increasingly prominent.After the founding of the People's Republic of China,the most of the land territorial dispute have been solved by peaceful negotiations.In recent years,the frequent sea territorial disputes and Sino-Indian border dispute proposed a challenge to the government,and also make the Chinese diplomacy into the new normal time.This thesis mainly studies the Chinese government's policy and the main influencing factors on the territorial disputes since the founding of PRC.The core hypothesis is that the influence factors of the Chinese government on the issue of territorial disputes restrict the policy.There is a causal link between the dominant influence factors and the policy,the change of the dominant influence factors largely determines the change of Chinese government's policy.First of all,there are four main influencing factors of the Chinese government's policy on territorial disputes:International environment and norms;Modern territorial sovereignty;The Chinese government's comprehensive ability to deal with territorial disputes;the priority of territorial disputes in national interests.Secondly,the dominant influence factor in different periods can change.The dominant influence factors from the international environment and norms,the concept of modern territorial sovereignty gradually turn into the capability of the Chinese government and the Chinese government's determination of the priority of national interests.The fundamental trend of the change of the dominant influence factors is that the influence of external factors is weaker,and the Chinese government as the main body becomes more and more important.Thirdly,the priority of territorial disputes in national interests is the most important factor.The four influential factors have successively sequence in logic,The first three factors have a real impact on the Chinese government's territorial dispute settlement policy through the ranking of the priorities of the territorial disputes in the national interest.The specific priorities of territorial disputes in national interests ultimately determine the Chinese government's policy.After confirming the theoretical hypothesis and the analysis framework,this thesis has carried out case analysis of various governments since the establishment of PRC.First,a brief review of the policies of the Chinese government on the territorial issues during the late Qing dynasty and the republic of China,which the territorial policy was mainly a compromise and surrender policy.Subsequently,this thesis studied the policy of Successive Chinese governments to deal with the territorial disputes in the years from 1949 to 2012.From 1949 to 1955,the government of the People's Republic of China adopted a policy that was shelved until the conditions were ripe.From 1956 to 1960,the territorial issue of the government of the People's Republic of China was a full-fledged territorial dispute and actively sought peace talks with the dispute-states.The treatment of this period was very effective,which was the first time the new China government successfully resolved the territorial dispute.From 1960 to 1978,the new China's policy was to use force to respond forcefully to the changing status quo of the dispute-state.The policy effect of this period reached the expectation and successfully maintained the core national interest of China's territorial sovereignty.From 1978 to 2012,the territorial dispute settlement policy of the government of new China was "sovereignty belongs to me,shelving disputes and co-developing".The Chinese government has successfully solved a number of territorial disputes in this period,which was the second high tide of the successful settlement of the territorial dispute since the founding of the People's Republic of China.From 2012 to 2017,After understanding the general situation of the territorial dispute in this period,this thesis analyzes the policy and its influencing factors of the new government's territorial disputes.The main policy of the new Chinese government is to uphold the sovereignty belongs to me and peaceful negotiation,to strengthen the reality in the disputed area and to manage differences is the main objective at this stage,that is,the policy of the combination of rights protection and control crisis.This is a strategic waiting policy,not in a hurry to solve the problem,but set out to lay the groundwork for the next settlement.At the same time,the influence factors of Chinese government's handling policy have changed.The international environment and norms are once again unfavourable to China's settlement of territorial disputes.The most notable change is the strong involvement of great powers outside the region.Of course,there are also favorable changes,and the processing power of the Chinese government has been greatly enhanced from different sides.Such as diplomatic ability,military capability,regional refusal ability and so on.Therefore,during the new government period,the interaction between Chinese government's ability to deal with power and the strong intervention of great powers is the dominant factor.After summarizing the relationship between the policy and its influencing factors of the territorial dispute between successive governments of PRC,this thesis tries to make a forecast of the Chinese government's policy on the territorial dispute and its influencing factors over the next ten years.Whether the intervention of big powers,such as the us and Japan,will continue to exist or not,the influence of this external factor will surely continue to decline.The Chinese government's handling capacity will certainly continue to grow,but it will shift from a variable to a relative constant.The willingness of the Chinese government will replace the capacity becomes the dominant factor.Of course,the Chinese government's willingness to deal with the territorial dispute is influenced by the Chinese government's decision to prioritize national interests.In the next ten years,the policy on the Chinese government's territorial disputes should be more deliberate,flexible and effective on the basis of current policies.
