Cadres' Clean Governance Education During The Period Of Shaanxi-gansu-ningxia Border Region

During the period of Shaanxi-Gansu-Ningxia border region,the Party Central Committee and the government of Shaanxi-Gansu-Ningxia border region still unremittingly stuck to the construction of a clean and honest administration under extremely difficult and complex circumstances of the struggle and consistently adhered to the education of honesty in politics to her party members and cadres as a preventive measure,so that the party and the Anti-Japanese base withstood the severe test,making the border region become the model of democratic base against Japanese aggressions and this region also became the Party's headquartors of leading the national revolution.This region was attracting people in the other areas to visit.Cadres' honest governance education in the region laid a solid foundation to win the victory of the Anti-Japanese War and the Liberation War,eventually for the establishment of the new China.Guided by the methodologies of Marxism,i.e.the unity of historical and logic approach,literature research method,case analysis method and comparative research this author probes in cadres' anti-corruption education during Shaanxi-Gansu-Ningxia border region period.Such a research not only help us to understand the party's educational practice during this period,but also can provide historical experiences and enlightenments for the present cadre education.This dissertation consists of seven chapters and the conclusion.Chapter ? is an introduction,which briefly introduces the reasons of choosing the topic,the research backgrounds and significance,present research status,research patterns and methods,key points of the research and difficulties and innovations of writing the dissertation.Chapter ? mainly discusses the thoughts of clean governance of Marx,Engels,Lenin and Mao Zedong,providing theoretical bases for this paper.Meanwhile,several main terms used in this research are defined.These anti-corruption theories of classical writers of Marxism repeatedly warn us that the construction of a clean government is a historical and realistic problem,to which we must attach great importance and keep alert.The crux to the construction of a clean government is that we must have a clear understanding of clean government construction and put a high premium on it.Then we can prevent corruption.Only through the continuous and effective anti-corruptioneducation can the party members and cadres firmly establish the ideal and faith of communism and the proletarian world outlook.The party members and cadres should always bear in mind the basic tenets and historical missions of the party to establish a solid defensive line for anti-corruption.One should be honest in performing one's official duties,serve the people wholeheartedly and be a servant of the people forever.Chapter ? traces back the origin and social background of the cadres' clean and honest education in Shaanxi Gansu Ningxia border region.The cadres' anti-corruption education of the region originates from the Party's cadre education in the early periods of the Party's founding and China's soviet period.The historical developments provide references for the practice of cadres' anti-corruption education in the Shaanxi Gansu Ningxia border region.Then,this dissertation analyzes the historical background of the anti-corruption education in the region from environmental,political and economic perspectives.It is maintained that the relatively peaceful environment of the region provides an opportunity for cadres' education and the political motivation is to peacefully compete with the Kuomintang to win more support.The economic reasons vary due to geographical remoteness,barren natural conditions and lower efficiency of productivity in the region.Furthermore,during the anti-Japanese war,the region's natural economy was severely destroyed.The bare necessities of life were scarce.Under such circumstances,corruption and degeneration was avoidable.As a result various corruptions emergedChapter ? studies the objectives of cadres' anti-corruption education in ShaanxiGansu-Ningxia border region.There are three objectives: one is that the cadres' anti-corruption education should serve the historical mission of the new democratic revolution to fight for national independence;the second is to construct a model anti-Japanese Democratic base for national liberation;the third is to train a team of clean and honest cadres to complete the tasks of the revolution.Chapter ? mainly focuses on the contents of the border region cadres' anti-corruption education,including the Communist Party member education,serving-the-people education,democracy and ideological education,public-servant-thought education,hard-working education,legal education and historical warning education.Chapter ? briefly analyzes the approaches and methods of cadres' anti-corruption education in the region.The major approaches lie in multi-layer organizational training,constant theoretical study,laws and regulations study and implementing supervision of themasses to educate the cadres.The concrete methods are selected according to local conditions,cadres' ideological realities and objectives of the Party under the guidance of the Marxism methodologies in accordance with the classification of educational theory.Model education method,Marxian inculcation method,and public trial warning method are mainly discussed here.Chapter ? discusses the experiences and historical enlightenments of cadres' anti-corruption education in Shaanxi Gansu Ningxia border region.The experiences of cadres' anti-corruption education mainly include: the Party and the border region government attach great importance to cadres' honest education;cadres' education should highlight the purpose of serving the people wholeheartedly;cadres' education focuses on training the hard-working spirit;honest education should be closely combined with cadres' ideological realities;cadres' honest education should always focus on the major task of constructing clean governance and the success of cadres' honest education must be guaranteed by relevant laws.The historical enlightenments of cadres' anti-corruption education in the region are: cadres' honest education is a long-term project;cadres' honest education should have a clear goal and value orientation;the key task of cadres' honest education is to educate cadres to establish a correct outlook on life;the educational mechanism innovation is an inexhaustible motive force for government integrity construction;the construction of anti-corruption system lays a solid foundation for cadres' honest education and leading cadres should regulate their own behaviors and set good examples for the masses in the process of cadres' honest education.Cadres' anti-corruption education in the process of building a clean government in Shaanxi-Gansu-Ningxia border region is an important practice for the party to prevent corruption and deterioration of the Party members in the local governance,and to ensure that party members and cadres are clean and honest.Cadres' anti-corruption education undertaken by the Party in the border region during this period laid a solid foundation for training a team of clean and honest cadres with both ability and political integrity and such training produced a large number of outstanding talents for the victory of the new democratic revolution and later for the new China's construction.The valuable historical experiences accumulated in the anti-corruption education in Shaanxi-Gansu-Ningxia border region are of great significance to the construction of clean government.It is worthwhile for us to explore,to inherit and to publicize such valuable experiences.
