Research On The Construction Of Political Ecology Within The Communist Party Of China

“Political ecosystem”is a high-frequency word in the present political discourse of China and is also a permanent subject confronting the Communist Party of China.Standing at a new starting point in history,the 19^th CPC National Congress has for the first time written into the Party Constitution“to foster a sound political ecosystem featuring honesty and integrity”as a basic requirement in party building and calls for the entire party's compliance,which has set off an upsurge of building intra-party political ecosystem in the new era.The era is the mother of thought;practice is the fount of theory.The practice of building intra-party political ecosystem in full swing has effectively promoted more in-depth theoretical researches related to the intra-party political ecosystem.This thesis draws from relevant theories in political ecology and uses research methods such as structural function,historical comparison and system analysis to observe and analyze intra-party political phenomena in a comprehensive,dynamic,balanced and open perspective,and it reveals the internal structure of the intra-party political ecosystem and outlines the historical origins of its theoretical development,summarizes the historical experiences and lessons of our party's practice in building the intra-party political ecosystem,and finds out the deep-seated problems existing at present and makes in-depth analysis of the multi-dimensional inducements,and then puts forward some targeted measures and suggestions to improve and optimize its constructional path,and designs tentatively an evaluation and assessment system in order to provide new theoretical foundation to strengthen the building of intra-party political ecosystem in the new era.The introduction part systematically expounds the theoretical and practical significance of conducting research on the intra-party political ecosystem,identifies the core concepts of its theoretical researches,summarizes and evaluates from different angles the status quo of academic researches on this subject both at home and abroad,sets forth clearly the direction,methods and ideas of the research,and puts forth the innovations and difficulties of this thesis,so as to orientate and lay the foundations for the following research.Chapter one focuses on constructing theories of intra-party political ecosystem and seeks to find out what intra-party political ecosystem exactly is.This chapter starts from the theoretical origin of political ecosystem,and then systematically elaborates the connotation of political ecosystem contained in China's fine traditional culture,the pursuit of it in western traditional political thoughts and the positive explorations of it by proletarian political parties as written by the Marxist-Leninist classical authors.This chapter also outlines the historical context of the formation,development and evolution of the thoughts on political ecosystem.On this basis,in light of the reality in party building of our party itself and using relevant principles and research methods of political ecosystem,this chapter tries to reveal the internal structures and components of the CPC's intra-party political ecosystem and sets out clearly the values of the research and the theoretical features that should be highlighted in the research,thus establishing the“target”and“arrow”of the research as shown in following chapters.Chapter two focuses on the historical practice of building intra-party political ecosystem,and aims to find out from where the intra-party political ecosystem originates and to where it goes.Following the historical track of our party's practice of building the political ecosystem,this chapter summarizes the main characteristics of building political ecosystem in the new-democratic revolution,the socialist revolution,the reform and opening up,and the socialist modernization drive,points out the fundamental experiences and harsh lessons that had always existed with the practice of building the political ecosystem,and sums up new measures and new experiences in this respect in the new era,providing a useful reference and the right direction for further theoretical study and deep practice.Chapter three focuses on the problems and its inducements in the current practice of building the intra-party political ecosystem,in order to find out what the status quo of intra-party political ecosystem exactly is and why it is as such.Following the constitutional elements,and in accordance with the ideal goal and actual requirements of building the intra-party political ecosystem,this part explores and analyzes the multiple problems in the present situation from three dimensions,namely,the culture,behavior and regulations within the Party,and tries to identify the causes of these problems.In addition,from the perspective of verification and evaluation,this chapter explores the difficulties caused by the lack of evaluation tools for political ecology and the underlying causes,which paves the theoretical way for further exploration and construction of evaluation models.Chapter four focuses on improving and optimizing the scientific path of building the intra-party political ecosystem,in order to find out how to better build it.Based on questions and referring to historical experiences and lessons,this chapter proposes to enhance self-confidence of political culture within the party,establish and stick to the core value system of the Party,make innovations on the discourse system and propagation carrier of intra-party political culture,and foster a more solid ground for the Party's political and ecological culture;strictly regulate the Party's political behavior,organizational and personnel practice,style of conduct and clean governance,and eradicate pathogenic bacteria and malignant tumors damaging the party's political ecology;improve the system of governance of Party regulations,strictly implement regulations of the Party,vigorously address the"unspoken rules",build a safety shield for the intra-party political ecosystem and other measures and suggestions.Chapter five focuses on building an evaluation and assessment system for intra-party political ecosystem,which aims to point out how to evaluate the effectiveness of our practice.This chapter pinpoints the theoretical basis,basic principles and basic thoughts for building an evaluation and assessment system for intra-party political ecosystem,selects some representative indicators for assessment and grants them corresponding points,then constructs a basic model for evaluating and assessing intra-party political ecosystem,defines the method and procedure of evaluation and assessment,and puts forward measures and suggestions to strengthen the application of assessment results.In the conclusion,the thesis summarizes the research results and suggestions on building the intra-party political ecosystem,and by focusing on the its internal structures and basic characteristics,historical experience and profound lessons,realistic problems and multi-dimensional inducements,intra-system optimization and outer environment ecological interaction,the verification of the effectiveness of the practice and the application of the evaluation results and etc.,the thesis abstracts and generalizes some universal truths of guiding significance that are in need of our particular attentions,which could be called“law”,so as to provide some practical guidance and reference for the current practice of building the political ecosystem.This thesis follows the research logic of theoretical retrospective-historical inquiry-question disclosure-reason analysis–path optimization-verification evaluation-combination of theory and practice,and tries to give a panoramic presentation of the evolution in theory and practice of building the intra-party political ecosystem,which primarily forms a complete research chain.The ever-changing conditions of different times and the complicated composition of the system elements determine that the building of the intra-party political ecosystem can not be achieved in one single battle,it is necessary to push it to a stage of higher quality and greater development with a firm conviction for a very long time.Therefore,the theoretical study on it is also a continuous deepening and refining process.
