It is generally quoted that "crisis is both a danger and an opportunity".Crisis management is supposed to be "a dance on the tip of a knife,walking on the wire in the precarious moment".Since the past decade,after the innovation of smartphone,mobile phones emerged as most swiftly adopted and most ubiquitous personal technology around the globe.Besides,these play a significant role in reshaping internet access more conveniently.The revolution of mobile communication technology,the growth of high-speed broadband and access to wireless connections have commenced a substantial influence on global economic and social development.It has been strengthened by the expanded use of information and communication technologies(ICT)in the public sector to expand its internal functioning and ability to interact with citizens and businesses.Given this superlative progress in mobile communication technology,governments are turning from electronic government(e-govt)to mobile government(m-govt)to recognize the value of mobile technology for open governance in social and economic development,delivery of public services,working efficiency,and active citizen participation.The interoperability of mobile-based system is supporting fast access to integrated information and location-based services,which covers the way for advanced public sector governance models.Mobile phone works as a weapon of choice for controlling and monitoring government activities.Therefore,this study presents a novel phenomenon of m-govt security response system(SRS),considering the participation of mobile technology could be an enormous development to ensure the citizen's safety by linking various government agencies under the umbrella of the m-govt SRS.Based on the novel concept of m-govt SRS,this research proposes a detailed architecture and defines its functionality.Meanwhile,following the study objectives,this research provides a comprehensive theoretical model to discover citizens' adoption intentions.As it is highly important to identify the citizen intention to use,before development and implementation of a system,it is required to categorize several key factors that dissuade the citizen from becoming a user of a system.Considering the gap in prior adoption theories and based on theoretical analysis,this study proposed and tested a research framework to explore the potential key aspects of m-govt adoption.Based on the research model,research hypotheses are tested using Smart-PLS v3.The data was gathered using a structured questionnaire.A total of 574 valid responses from Pakistani citizens were recorded.The survey was conducted online among citizens.The relationships between constructs were measured by a two-stage approach using structural equation modeling(SEM)and artificial neural network(ANN).The results verified that transparency and trust mediate the influence of information quality characteristics and channel characteristics.The results show that transparency and trust are the mediators of information quality and channel characteristics.Meanwhile,perceived usefulness mediates the influence of awareness on citizens' intentions to use;which reduce uncertainty and enhance citizens' willingness to adopt the m-govt SRS.This study also demonstrates that perceived response time is a key construct in the context of providing m-govt SRS to enhance citizens' intention to use.Moreover,based on the empirical investigation,this study comes with strategies provided to the government for the development and successful implementation of m-govt SRS to tackle the crisis/emergency.Meanwhile,this study also identifies the core benefits of using m-govt SRS for the citizens of Pakistan.The findings make a remarkable contribution to the prevailing literature on m-govt adoption and having practical implications regarding understanding various aspects of the adoption of m-govt SRS.The study provides the broadest perspective for government agencies and practitioners to successfully implement m-govt SRS,particularly in the provision of security services.This research model can be applied to other developing countries,providing security services,and measuring citizen intention to use such services.
