The Study On The Absorption And Shaping Of The Rural Elites In The Party Building At The Grass-roots Level In Rural Areas

The rural elite is the key element of the rural governance.Since The reform and opening-up,China's rural governance has made historic achievements,agricultural and rural areas have made unprecedented development.At the same time,the acceleration of the urbanization and the deepening of the marketization have caused a large outflow of the rural elites,and disrupted the cultivating ability of the elites in the rural society.The absence of the elites has disrupted the endogenous rural governance mechanism,making the rural governance in the dilemma.The Nineteenth National Congress of the Communist Party of China put forward the strategy of the Rural Revitalization and put forward the requirement of "effective governance".Effective rural governance depends on the role of the masses as the main body,and the key to the activation of mass power lies in the cultivation of new rural elites.How to absorb and shape the new rural elites then arouse and agglomerate the strength of the masses under the leadership of the Party is a major problem facing the current rural governance.To solve this problem,we need to learn from the existing practice and solve the difficult problems.After the founding of China,in order to reform the rural grass-roots society,the Communist Party of China successfully absorbed and shaped a large number of the rural elites to replace the traditional squires,and played an important role in organizing and mobilizing farmers.On the basis of on-the-spot investigation,the paper taking Xigou village as a case,taking the rural grass-roots Party building as the evolutionary context,taking the absorption and shaping of rural elites as the main line,starting from the interaction between the political parties,the elites and the masses,analysing how the ordinary peasants can be mobilized to join the grass-roots Party organizations and then cultivate the rural elites? Why the desolate and blocked mountain villages can emerge the elite groups and drive the development of the whole village? Exploring the internal mechanism of rural elite absorption and shaping,revealing the relationship between the political parties,the state,the masses and the elite shaping,the paper provide useful reference for promoting rural governance.This paper includes three parts: introduction,text and conclusion.The introduction puts forward the research theme of this paper,mainly elaborating the research origin andsignificance of this paper,focusing on the reviewing the existing research,defining the core concepts,explaining the research ideas and structure,research methods and innovations.The main body is composed of five chapters,with the absorption and shaping of the rural elites as the main line,focusing on how to achieve the absorption,cultivation,demonstration and shaping of the rural elites in the process of the political party's establishment,construction,consolidation,demonstration and expansion.In the first chapter,based on the background of rebuilding rural social order by the political parties,it started from the collective action of the masses before the political parties go to the countryside in the harsh village environment,the elite demand and authority dependence that the masses generally produce are analyzed.After the party went to the countryside,the grassroots Party organization absorbed the authoritative figures from the masses.They absorbed the traditional squires through the Party organization instead of the traditional ones and became the new rural elites and entered the rural governance system.Their value orientation and functions were changed accordingly.The second chapter mainly discusses the elite cultivation in rural grass-roots Party building from the perspective of external force and endogenous power.The state realizes the organization of rural elites through the process of policy implementation.The cadres stationed in villages cultivate rural elites through advanced education.The rural elites play a leading role,a backbone role and a bridge role in the masses through self-shaping.The third chapter mainly analyses the elite demonstration mechanism in the consolidation of the Party organization from three levels:the state,the village and the masses.The top-down elite propaganda at the national level,the bottom-up elite promotion at the rural level and the elite dependence at the public level,which jointly enhance the authority and leadership of the rural elites.The forth chapter mainly elaborates the elite shaping and group effect in the development of the Party organizations from the perspective of interaction among the Party organizations,elites and the masses.In the positive interaction among the Party organizations,elites and the masses,an amazing elite group has been formed,which promotes the development of rural governance.The fifth chapter mainly starts from the dilemma of rural governance brought about by the loss and power of the elite in recent years.It analyses the concrete measures taken by rural grass-roots Party organizations in order to adapt themselves to the new situation and enhance the ability of integration,and puts forward countermeasures andsuggestions to protect the growth environment of rural elites,consolidate the public opinion basis of rural elites,and promote the self-improvement of the rural elites.On the basis of the case study of Xigou,this paper puts forward several conclusions:the generation of the rural elites is the structure of endogenous rural areas and the absorption of the Party.The integration of the advanced and the mass character is the key to the elite shaping.The Party's value criteria and goal pursuit ensure the exemplary leading function of rural elites.Elite shaping as an important part of basic party building has contributed to the emergence of elite groups.On the basis of the research in this paper,we need to think further about how to innovate the way of absorption and enhance the integration ability of the grass-roots Party organizations under the background of multiple interests and values,so as to enable more elites to participate in rural governance under the leadership of the Party.At the same time,how to protect the rural social soil,effectively cultivate and shape the rural elite through the joint role of the state and society under the background of weak and scattered the grass-roots party organizations,and then promote the masses to play better roles as the main body to achieve effective rural governance.
