Since the 18th National Congress of Chinese Communist Party,comprehensively strengthen Party discipline has been extended to grass-roots and developed lengthways and deeply.The 19th National Congress of the Communist Party of China was held successfully,which included the comprehensively strengthen Party discipline in the "Four-Pronged" strategic deployment,and took the comprehensively strengthen Party discipline as one of the basic strategies for the party to adhere to and develop socialism with Chinese characteristics.The new situation also put forward new requirements for the construction of the party in colleges and universities.At the national conference on education held in September 2018,Xi Jinping stressed that strengthening the party's overall leadership in education is the fundamental guarantee for good education.Colleges and universities bear the heavy responsibility of training moral,intellectual,physical,aesthetic and labor socialist builders and successors.Whether it is the objective of a struggle "Two Centenary Goals" proposed by the party or the historical task of the great rejuvenation of the Chinese nation,talent training is the foundation and undergraduate education is the root.In December 2016,the working meeting of ideological and political education in national colleges and universities was held.General Secretary Xi made a series of important statements on ideological and political education in colleges and universities.Since then,relevant systems and documents on ideological and political education in colleges and universities have been launched in succession.In February 2017,Opinions on Strengthening and Improving Ideological and Political Education in Colleges and Universities under the New Situation was promulgated and in March,Working Standards on Party Construction of Students in Colleges and Universities was promulgated,the Implementation Outline of the Quality Improvement Project of Ideological and Political Work in Colleges and Universities was promulgated in December,and the Implementation Opinions of the Construction Plan of "Competing for Standards" of the Party Organization in Colleges and Universities was issued in May 2018.The Regulations on the Work of the Branch of the Communist Party of China(for Trial Implementation)issued in October 2018 makes the definite request for the tasks of the branch of the Communist Party of China,that is,"to guarantee and supervise the implementation of the party's education policy,consolidate the guiding role of Marxism in the ideological field of colleges and universities,strengthen the guidance of ideological and political management,build the strong foundation of students' ideals and beliefs,implement the basic task of building people by virtue,and ensure the completion of all tasks of teaching and scientific research management." It can be seen that from the point view of ensuring the party's leadership over colleges and universities,the grass-roots party organizations in colleges and universities are the basis to ensure the implementation of the party's line,policies and decision-making arrangements.The Party branch of undergraduate students should play an important role in Ideological and political education in colleges and universities as the grass-roots party organizations in colleges and universities.The Party branch of undergraduate students is a student Party branch composed mainly of undergraduate students,which concentrates the representatives of excellent young students in colleges and universities,and has its distinctive characteristics of personality and times.To superiors,the Party branch of undergraduate students bear the responsibility of the implementation of the overall deployment and requirements of the Party committee of the university and the college on the party construction and ideological and political education of students;To juniors,it is around the functions of ideological education,propaganda and encouragement,mobilization and cohesion,solidarity and assistance,incentive guarantee,restriction and standardization and so on,to cultivate,educate and manage the student party members and activists within the jurisdiction of the branch,and to give full play to their vanguard and exemplary role to drive and influence the surrounding young students.As the grass-roots Party branch of college students,the Party branch of undergraduate students has its natural advantages in grasping the ideological trend of college young students,leading education via value,encouraging solidarity and assistance,is an effective force to consolidate the ideology of colleges and universities,is the main battleground to cultivate excellent young Party members,and is an important handgrip to realize the fundamental task of strengthening morality in colleges and universities.It has important significance in theory and practice to study the problems in the ideological and political education of the Party branch of undergraduate students.Based on the theoretical knowledge of ideological and political education,such as theory of teleology,subject theory,methodology,carrier theory and so on,combined with the Party construction theory in colleges and universities,this paper aims at the characteristics,responsibilities and functions of the Party branch of undergraduate students,understands the advantages and problems of the Party branch of undergraduate students in the process of Ideological and political education by means of investigation and research.And analyzes the causes of the problems existing in the work of ideological and political education of the Party branch of undergraduate students,and then puts forward the corresponding paths and countermeasures on how to effectively carry out the ideological and political education work of the Party branch of undergraduate students in colleges and universities.Through combing the historical process of Party building and ideological and political education in colleges and universities in different historical stages since the founding of new China,this paper draws on the basic requirements of the party for ideological and political education in colleges and universities in the past 70 years since the founding of new China,thus the basic principles of the current ideological and political education work carried out by the Party branch of undergraduate students are specified.Under the background of the new era,starting from the characteristics of current undergraduate students,It is summarized that the party branch of undergraduate students has the characteristics of large fluidity,weak stability,poor standardization,strong plasticity,good innovation and strong practicality.According to the Party Constitution of the Communist Party of China and the working regulations of Party organizations at all levels,this paper sums up the connotation of the work responsibilities of the Party branch of undergraduate students is embodied in that they are the leaders of favorable class atmosphere and study style,the cultivators of qualified student party members,the drivers of uniting young students,and the guarantors of the central work.In the process of ideological and political education in colleges and universities,the Party branch of undergraduate students plays the functions of political guidance,publicity and education,organization cohesion,service guarantee,recognition and incentive,and regulation and restriction.According to the principle of question oriented,aiming at the three dimensions of undergraduate student party members,activists and young students,this paper investigates the current situation of the Party branch of undergraduate students in terms of the content,method and carrier of ideological and political education by means of questionnaire and individual interview,from which we can understand the scale,setting and role of the current Party branch of undergraduate students.We investigated the work performance of ideological and political education carried out by the Party branch of undergraduate students,such as "Three-meeting and One-class" organized by the branch,the development and education of Party members by the branch,the investigation and training of activists,the sense of existence,influence and service among young student and so on,and from which,we found out the main problems in the process of ideological and political education carried out by the Party branch of undergraduate students,such as on the issue of "joining the party ideologically" of student party members,on the issue of "culture ability" of activists,on the issue of "inspiring ability" of young students,on the issue of giving play to the role of "Bellwethers" of the Party branch committee,on the issue of incentive guarantee mechanism,etc.From the perspectives of history and reality,objective and subjective,macro and micro,this paper analyzes the corresponding causes of the problems and difficulties in the investigation from the multiple challenges brought about by the change of social environment,whether really understand and believe in Marxist theory,whether the ideological and political education penetrates into the mind,the central role of the branch committee plays,the collaborative management mechanism and so on.Finally,from the aspects of enriching content,innovating method,expanding carrier,hoisting capacity and coordinating mechanism,the paper puts forward some concrete countermeasures to strengthen and improve the ideological and political education of the Party branch of undergraduate students.Hope that through the research on the combination of theory and practice,it can provide some theoretical and practical references for the future to better play the role and function of the ideological and political education of the Party branch of undergraduate students.
