Chinese towns and villages are under the leadership of the party organization,where are direct places to consolidate the strength of diverse subjects,to be compatible with the legal system and the effectiveness of the civil agreement,and to play the role of the state in embedding and coordinating social organizations to participate in innovation.Grassroots governance is the cornerstone of national governance.Grassroots cadre governance capacity determines grassroots governance capacity,which becomes a key factor influencing grassroots economic and social development and maintaining grassroots social stability,which in turn determines grassroots governance effects and influences National Governance.In the process of building a grassroots cadre team,the shortcomings in capacity have become an important reason for constraining the effectiveness of grassroots organization construction.Therefore,exploring the evaluation and development of grassroots cadre governance capabilities from the root is an important way to build and optimize the grassroots cadre team.A review of domestic and foreign research found that the previous related research mainly focused on the multi-dimensional trend of competence,the transformation of individual leadership and organizational leadership at the community level,and the penetration and impact of governance concepts on capabilities.At present,there is still a lack of research on the governance capabilities of grassroots cadres in the academic field.This special field has not been deeply explored by scholars at home and abroad.Based on the modernization of governance,the research can meet the needs of the development of grassroots cadre ability and orderly development of grassroots economy and society.On the other hand,it can meet the requirements of the times for further innovation in the current domestic and foreign public management theory and practice research,which can provide human resources management for the public sector in China.Theoretical research provided theoretical reference,which can make up for the lag and shortcomings of the current research on the governance ability of grassroots cadres,and it is of great significance to the construction and improvement of the cadre system in China.Starting with governance modernization,rooting in the actual needs of our country’s grassroots cadres’ governance capabilities,domestic and foreign theoretical resources and impact conditions,etc.,we used literature analysis methods,comparative research,and qualitative and quantitative mixed research methods to integrate governance theory,competency theory,On the basis of human capital theory,social capital and symbiosis theory,the concept of grassroots cadre governance capacity was clarified,an index system for evaluating grassroots cadre governance capacity was constructed,and a questionnaire for grassroots cadre governance capacity adapted to China’s national conditions was compiled.Ability to conduct questionnaire surveys and evaluations to understand the current status of their governance capabilities.Aiming at China’s grassroots level,party building leads the grassroots governance,adheres to and improves the social governance system of co-building,co-governance,and sharing,responds to the "serving the people" and"depending on the people" system of "not forgetting the original intention,keeping in mind the mission",combining literature analysis and behavior The results of the event interviews have refined the call to mission(intrinsic motivation,moral beliefs and values guidance),the source of challenge pressure(attitude and behavior to cope with external pressure),and social capital(interpersonal interaction,trust,cooperation,connection,etc.)This key variable,combined with the results of the questionnaire survey and analysis,deeply discusses their impact on grassroots cadres’ governance capabilities.The longitudinal context was based on a comparison of relevant domestic and foreign research on the capacity of grassroots civil servants,especially after combing the reform and opening up in China,the research status of grassroots cadres’ability and quality at different stages of development,combined with tracking the historical development of the new Chinese civil service system,It discussed the value and objectives of the current grassroots cadre governance capacity to adapt to the background of governance modernization,and clarifies the connotation characteristics and theoretical composition of our country’s grassroots cadre governance capacity concepts,dimensions,and functional mechanisms;the horizontal context was based on the root of China’s governance modernization,and discusses the current grassroots level.The motivation,content,structure,and supporting resources of cadre governance capabilities include constructing a model of the three key factors of call to duty,challenging pressure sources,and social capital on the governance capabilities of grassroots cadres,and proposes a path to develop the governance capabilities of grassroots cadres.The research results can provide new ideas and theoretical and practical references for the development of grassroots cadre governance capabilities.The main research content was divided into the following four parts:First,based on the background of governance modernization,through tracing and integrating the literature,the connotation and characteristics of grassroots cadres’governance capabilities were clarified.From the macro environmental factors,meso factors,and micro grassroots individual factors,a more comprehensive analysis was made.The influencing factors of grassroots cadres’ governance capabilities provide new ideas for deep exploration of the variables affecting the grassroots cadres’governance capabilities.Secondly,conducted in-depth interviews and rooted research on the governance capacity structure and impact mechanism of 53 grassroots cadres in Shandong Province,determined the classification of the grassroots cadre governance capacity structure and the classification of influencing factors,explored the grassroots cadre governance capacity index system and compiled the initial grassroots cadre governance capacity Questionnaire,through the test of 370 grassroots cadres in the east,middle and west of Shandong Province,after the reliability and validity test,a formal questionnaire for the governance capacity of grassroots cadres was revised,and based on the results of the questionnaire measurement,the initial index system of the governance capacity of grassroots cadres was revised.In the end,a formal evaluation index system for grassroots cadres’ governance capacity was formed.It was concluded that the grassroots cadre governance capability index system included two primary indicators of basic governance capabilities and key governance capabilities,six secondary indicators and 35 tertiary indicators.Among them,the basic governance capabilities of grassroots cadres included three secondary indicators,namely as follows:guidance and execution ability(performance process results category),public service ability(service performance category),knowledge and skills expansion ability(development potential category);key governance capabilities include three secondary indicators,namely as follows:resource integration ability(strategic direction category)),management innovation(organizational relationship category),information sharing promotion force(development trend category).Clarify the composition and internal characteristics of the grassroots cadre governance capability indicators,and provide an evaluation tool for the next step of evaluating grassroots cadre governance capabilities.Thirdly,a questionnaire survey was conducted for 1,320 grassroots cadres in Shandong Province,and made an analysis on the current situation and key influencing factors of the governance capacity of to understand the current status of grassroots cadres’ governance capacity,and a model of the impact of mission calling,challenge of pressure sources,and social capital on the governance capacity of grassroots cadres was built.On the one hand,the current status of grassroots cadres’governance capacity in Shandong Province was obtained.The statistical results showed that:Shandong’s grassroots cadres’governance capacity was at a relatively high level;male and female grassroots cadre governance were significant differences in governance capacity;There were significant differences in capabilities for grassroots cadre governance at different ages;there was a significant difference in the governance capacity of grassroots cadres of different educational levels;there was a significant difference in the governance capacity of grassroots cadres in different positions;there was a significant difference in the governance capacity of urban and rural grassroots cadres;there was a significant difference in the governance capacity of grassroots cadres of different wage levels;There were significant differences in the governance capacity of grassroots cadres in the eastern,central and western regions of Shandong Province;call of duty positively affected the governance capacity of grassroots cadres,and the challenge of pressure sources had a positive impact on the governance capacity of grassroots cadres.The social capital played unsignificant role between the relationship of challenging the pressure sources and cadres’ governance capacity.Social capital played significant intermediary role in the call of mission to the relationship between the governance capabilities of grassroots cadres.Finally,based on comprehensive theoretical and empirical research results,an internal development system,an external guarantee system and a dynamic auxiliary system were proposed to comprehensively develop grassroots cadre governance capabilities.From the level of internal development system,we can strengthen the integration of the three governance(rule of law,rule of virtue,self-government),identify with core values,internalize the service spirit of contribution,cultivate symbiotic thinking,enhance responsibility,infiltrate shared concepts,and comprehensive demographic factors to develop the governance ability of grass-roots cadres from the perspective of three-dimensional cross-cutting;from the level of external guarantee system,we can improve the management system of cadre examination,training,assessment,and incentives to comply with the reform of grass-roots institutions and cultivate people’s grass-roots cultural identity to provide the development of grass-roots cadre governance capabilities Guarantee;from the level of dynamic auxiliary system,the grassroots cadre governance capacity can be comprehensively developed by strengthening mission education,sublimation pressure,and integrating social capital to catalyze multiple main body forces.In short,in view of the new national conditions,new policy environment and new trends in the development of grassroots democratic systems facing China,the study focused on the evaluation and development of grassroots cadre governance capabilities,integrated three levels of factors to clarify and define.The concept of grassroots cadre governance capability was defined,the connotation and extension of the concept were clarified,the structure of the cadre governance capability was explored,the grassroots cadre governance capability index system was constructed,the grassroots cadre governance capability questionnaire was prepared,and the questionnaire survey was used to understand the status of the Shandong province cadre governance capability,and explore the impact of key influencing factors on the governance capabilities of grassroots cadres,and finally it put forward a path to develop the governance capabilities of grassroots cadres.
