Investigation And Research On Drug Smuggling Crime Cases

China 's drug situation and anti-drug policy orientation have determined that it is an inevitable choice for China 's anti-drug work to stick a high-pressure crackdown on drug smuggling.This requires that criminal law enforcement agencies,especially public security organs,should continuously improve the investigation level of drug smuggling cases in order to respond to new developments and new characteristics of drug smuggling crimes.However,China's public security organs face many problems in intelligence collection,evidence fixation,funding guarantee,case digging,transnational cooperation and many other aspects in handling drug smuggling.Investigation work cannot cope with the current trend of diversification,industrialization,informationization,and the globalization of drug smuggling.Therefore,there is an urgent need to start from four aspects,to innovate and improve the existing mechanisms and models for investigating drug-smuggling,and to effectively improve the ability to detect it.First,firmly establish the "intelligence-led" investigation mode,through the efficient collection of intelligence clues and in-depth research and judgment,and through the achievements distribution,department sharing,regional exchanges and other factors to reconstruct the intelligence work,to make sure the drug smuggling investigation and information synthesis operations;second,According to the characteristics of the case,the various investigation measures should be reasonably and effectively applied and perfected,including the establishment of a three-dimensional investigation network of sea,land and air,the promotion of departmental investigation cooperation and the enhancement of effective connection with follow-up operations.Strengthen the investigation of the hidden identity of the case with the clear principles of application,the limitation of the scope of application,the strengthening of personnel management and the compliance of evidence rules.To standardize deliver under control with the clarification of applicable standards,the limitation of applicable conditions,the strengthening of evidence conversion and the improvement of the system evaluation system,etc.Taking advantage of clear application standards,limitation of application conditions,strengthening of evidence transformation and systematic evaluation,the Company will use the strengthening of information sharing,the improvement of assessment mechanism and the promotion of reform of the major police system as opportunities to improve technical investigations.Strengthen the management of personnel with special circumstances in drug control with the focus on the selection,appointment,review and approval,and record management,etc.Establish and improvement of the legal system,strengthening of cooperation and exchanges,and the establishment of a mechanism for pursuing stolen goods and evasion,actively promote international cooperation in drug control.Thus,the first part of the article summarizes and analyses the current situation of drug smuggling crime in the world.Summarized and analyzed the impact of China and the dilemma of investigation,and sorted out the difficulties and causes of the current smuggling drug crimes in the actual investigation process.The second part of the article proposes a response concept based on the current situation and existing difficulties.It uses a big data platform to conduct technical analysis and judgment on the obtained information,purify the true and reliable clues,and provide strong support for the public security organ investigators to effectively detect smuggling drug cases.This part mainly focuses on the informationization of intelligence,including before the initiation,in handling of the case and after the case is solved,and the main ways of obtaining and sharing information,etc.The results of applying big data intelligence still need to be screened and compared by investigators.The third part starts with five kinds of investigation measures,including public investigation,controlled delivery,special drug control,hidden identity investigation,and drug-related assets investigation and control.It deeply analyzes the shortcomings and risks of current China's smuggling and anti-drug investigation measures,and proposed personal opinion.The fourth part puts forward the collection and application methods of evidence in the smuggling drug case,including the collection and fixing of physical evidence,the collection of confession and the collection of electronic data,and pointed out the issues that should be paid attention to and the importance of how technical investigation to be transformed to the evidence legally.The fifth part puts forward the main contents of the international cooperation investigation mode of smuggling drugs and what significance it has for the public security organs of our country to effectively crack down on drug smuggling cases.
