| The migrating population from rural areas are first group of farmers out of rural areas,which are the special group in contemporary china,are the largest scale group pouring into cities within the shortest time with our open door policy.They are literate and are able to find suitable job and position,widely spread many walks of life.They are the important components in our industrial workers.They provide a large number of labors for city building,economic growth,also create huge wealth,making great contributions.They are great force in promoting economic growth and social construction change.But they live at the edge of town and unable to integrate into the city to become citizens.They realized regional migration and professional transfer,but no hange in identity and status.They live and work in the town and counted as urban population.But they haven't got household register in town,didn't enjoy those kinds of social security and public services as people in town do,still regarding as rural people.They get paid in town but leave the savings at rural areas.They live in town,but their roots are still in rural areas.They work hard in town but they are lack of welfare,no fixed shelter,living a hard life.If a great number of migrating rural people long stagnate in this condition,failing to urbanized,inevitably affect the economic growth in healthy way in town and the harmony of the whole society.Therefore,how to make migrating rural people equally enjoy social rights and public services as the citizen in town have,how to transfer those migrating rural people who conform to the condition to citizens gradually,make them enjoy rounded social welfare,integrate into the urban social and cultural life while they complete regional and professional transfer,achieve the transformation from entering into the city to integrating into the city and become the real new citizens,which are the key in building new type of urbanization in China.At present,urbanizing the population migrating from farming areas make slow progress,on the surface due to the bearing capacity of cities,binary system reform lagging behind,transferred population is difficult to blend in but the main reason lies in eliminating the public service level gap between urban and rural areas and eliminating gap of household registration between urban and rural areas required to pay a huge cost,urbanizing migrated agricultural population is not only the adjustment of the system design,but the adjustment of interests,the cost is the core problem.How to better share the cost,how to raise funds to solve these payment,are severe challenges facing the Chinese government in promoting urbanization of migrated agricultural population,therefore,to explore the cost of urbanization of migrated agricultural population and the sharing mechanism is of great significance,is urgently needed.At present,the cost-sharing of urbanization of migrated agricultural population is still in exploratory stage and its sharing mechanism still exist many problems.Therfore improving the cost-sharing mechanism of urbanizing migrated agricultural population,enhancing the operating efficiency of cost-sharing mechanism of urbanizing migrated agricultural population,promoting the proper cost share of urbanizing migrated agricultural population are the optimal choice in urbanization of migrated agricultural population.In this paper,the concept of urbanization of migrated agricultural population and the connotation of cost-sharing mechanism are the starting points.The cost of urbanization of migrated agricultural population is calculated by using classification plus general method,obtaining the total cost,shared cost and unshared cost.This calculation indicats that urbanizing migrated agricultural population pay a huge cost but insufficient sharing.The present situation of cost-sharing mechanism in urbanization of migrated agricultural population was expounded and the existing problems about the sharing mechanism were analyzed.Analysis of interest game between subjects of cost-sharing of urbanization of migrated,including cost-sharing game between the migrated agricultural population and enterprises,cost-sharing game between the local government and enterprises,cost-sharing game between the migrated agricultural population and local governments,cost-sharing game between central government and other subjects,which are all the basis of designing new cost-sharing mechanism in urbanization of migrated agricultural population.The cost-sharing mechanism of urbanization of migrated agricultural population was optimized,including the target,principle and content of the mechanism.The goal of the mechanism is to solve the problem about how to share cost in urbanizating of migrated agricultural population and how to better share the cost.Mechanism should conform to the general principles and specific principles.General principles include the systematic principles,scientific principles and the operational principle and dynamic principle.The specific principles include:who bears if no matter who benefits,property rights match powers,government as main part and advocating pluralistic participation.And the responsibility of each subject is divided reasonably,adjusted the unreasonable share of responsibility in the present mechanism.The input mechanism,incentive mechanism,financing mechanism and supervision mechanism were designed.In order to ensure cost-sharing mechanism of urbanization of migrated agricultural population can run effectively,some guaranteen measures for cost-sharing mechanism of urbanization was put forward,proposed the coordinated and clear relationship between each subjects.The central government should play the guiding function,mobilized the participation of other subjects'initiative,making cost-sharing responsibility of urbanization of migrated agricultural population legally,making share responsibility more clear.Meanwhile,modifying the land contract law,provide legal protection for the migrated agricultural population with their land;reform taxation system:shift powers,and down property rights.To establish and perfect the security system,including the employment system,social security system and land system;to strengthen the construction of information technology,regarded the information system as regulator and executive for cost sharing of urbanization of migrated agricultural population,as a sharing platform for the migrated agricultural population.Through this information platform,master the basic information on the migrated agricultural population and their childrens at any time,the migrated agricultural population can also keep abreast of enterprises' employment information;the conditional County town was upgraded to small and medium-sized cities,improve the administrative level of the town,enhanced their privilege management and access to capital,in order to better accept the migrated agriculture population settled in place.In conclusion,this study has important theoretical and practical significances.From the point of theory,it provides the reference for the research of related problems for the future scholars;enrichs and develops the relevant theory.From the point of practice,it is conducive to the formation of social consensus.In this paper,via calculating the costs of urbanization of migrated agricultural population,the government be aware of it,other social communities also recognize the government and other sharing body have the ability to share these costs;it is conducive to strengthening the control of urbanization of migrated agricultural population costs;to conduct reasonble sharing and raise funds for urbanization cost;to improve operational efficiency of sharing mechanisms;to provide a useful reference of scientific decision-making and policy formulation for the government and the relevant institutions. |
