Since the end of the 20th century,the quality of higher education has become one of the most important issues in the reform and development of the educational system all over the world.Many countries and regions have addressed higher education quality as a significant factor for the development of the country in general.To accomplish that,many countries have established their corresponding quality assurance systems for higher education.Vietnam's higher education needs healthy and rapid reforms and development.It is necessary to refer to foreign advanced models for the quality assurance of higher education and to study their successful experiences selectively.By learning from foreign practices and combining domestic specific conditions,we will improve the quality assurance system for higher education in Vietnam and improve the quality of higher education in Vietnam.The dissertation is based on the reform needs of the quality assurance of higher education in Vietnam and takes the quality assurance of higher education in China and Vietnam as the research object.It is based on the theory of quality assurance in higher education.The comparative education research method was used to compare the quality assurance of higher education between China and Vietnam.The dissertation conducts an in-depth comparative analysis of the quality assurance of higher education between China and Vietnam from different aspects to understand the current status of higher education quality assurance in China and Vietnam.These factors include the development history,policies,systems,organizations,and evaluation indicators and procedures.At the same time,we have conducted the similarities and differences between the quality assurance of higher education in the two countries and found that Vietnam's deficiencies in the guarantee of the quality of higher education.Absorb and learn from the quality assurance concepts and successful experiences of China's higher education,and explore the reform strategies for the quality assurance system of higher education in Vietnam,put forward an education quality assurance system that can be widely applied in Vietnam.The main research contents and research conclusions of the dissertation are as follows:1.Both China and Vietnam are developing socialist countries.There are many similarities not only in the political system,but also in the social and cultural aspects,and China has always been ahead of the development of Vietnam in many aspects.For example,China has established a national policy of reform and opening up:8 years prior in policy reform as an open-up nation,5 years prior in joining the World Trade Organization;more than 10 years in Education Law Implement.Therefore,many experiences in the development of higher education in China are worthy of study and study by Vietnamese scholars.2.Analysis of the status quo of quality assurance system for higher education in Vietnam.The dissertation analyzes the status quo based on the history,policy,institutional system,organizational structure,evaluation index system,and evaluation procedures of the quality assurance of higher education in Vietnam.The study finds that there are many problems in the quality assurance of higher education in Vietnam,such as the misplacement of value subjects and the passiveness of evaluation objects;the re-characterization of indicators and light-weighted indicators;the emphasis on static assessments,ignoring dynamic observations;and the lack of specificity and measurability of assessment indicators.The school failed to establish a suitable self-evaluation guidance system;some of the more reliable indicators have not been included;the measurement method is not suitable.3.Analysis of the status quo of China's higher education quality assurance system.The dissertation analyzes the status quo of China's higher education quality assurance based on its history,policies,institutional systems,organizational structures,evaluation indicators,and evaluation procedures.The study found that after China's higher education has undergone four forms of conformity assessment,excellent assessment,randomness level assessment and level assessment,China has formed its own system of higher education quality assessment,and in turn China's higher quality assurance has also been developing rapidly.Move toward scientific,institutionalized,standardized and professionalized.At present,the quality assurance of China's higher education has many advantages.For example,the education quality assurance system is relatively complete,there is a well-established and professional certification mechanism,education evaluation experts are used as topics,a large number of social elites are recruited into the assessment team,and the quality of education for the multi-layer evaluation subject is established.Institutions and institutions adopt the system of social supervision of education quality and the annual report release system of education quality,which makes the information on education quality more open and transparent,thereby deepening the important links of the education quality assurance system:clarifying the basic requirements for quality of all levels of education at all levels.Further improve the formulation of national education quality standards system.4.A comparative analysis method was applied to compare the corresponding aspects of the quality assurance of higher education between China and Vietnam.The research results indicate that:China's higher education has a faster development process and slower in Vietnam relatively;China's higher education quality assurance policy is more specific.Vietnam is more general;the institutional system for the quality assurance of higher education is more diverse in China,and Vietnam is relatively single;the institutions for guaranteeing the quality of higher education are relatively clear in China,and Vietnam is more vague;the evaluation index system for quality assurance of higher education is more comprehensive and comprehensive in China.Vietnam is more overlapped and concealed;assessment procedures for the quality assurance of higher education are more explicit in China and Vietnam is more ambiguous.5.Based on the research on the quality assurance of higher education in China and Vietnam,the dissertation makes a critical reference to the relevant experiences in the quality assurance of higher education in China,and puts forward suggestions for innovating the quality assurance mechanism for higher education in Vietnam.The dissertation proposes the idea of reforming the quality assurance mechanism for higher education in Vietnam,including the establishment and improvement of an effective school quality assurance and monitoring system,the establishment of a college teacher and management team for internal quality assurance,and the improvement of government macro regulation,social participation supervision,and market self-regulation.University external quality assurance system,revised and improved evaluation indicators.
