A Study On The Barrier-free Strategic System Engineering

The construction of barrier-free environments in foreign countries began in the 1920 s,but it began in the 1980 s in China.So there is a large gap between China and the developed countries such as Europe and the United States in the barrier-free environmental construction.At the same time,China also faces the problem of aging population accelerating and the continuous increasing of the disabled population.At the end of 2017,there were 241 million elderly people aged 60 or above.The aging rate was up to 17.30% which was three years ahead of expectation,and the disabled population was conservatively estimated at 88 million.The aging and the disabled added up to 329 million,which directly related to 658 million family populations.The elderly and the handicapped are the people with key obstacles.The development of barrier-free undertakings not only directly relates to their needs for a better life,but also involves the comprehensive development of people and society,while China does not have a comprehensive and long-term strategy by now.Therefore,it is very necessary to establish barrier-free strategy that rises to the national strategic level and grand strategic perspective.This is exactly the purpose of this article.Firstly,the article describes the goals location and goals system of barrier-free strategy,including the three elements of theory,the methods for setting goals and the top-level design.The three elements of theory relate to purpose,regularity and practicality.The purpose element namely value orientation requires to analyze and position the target-oriented value system and then establish the value basis.The regularity element namely the use of value means that the law must be used properly,in accordance with the laws of its field.The practicality element,that is,the environmental analysis,requires the formulation of strategic objectives must be in line with the actual situation.In this section SWOT analysis method is used for the analysis of the strategic environment.Three methods for setting goals,strategic management method,strategic foresight method and systems engineering method,are summarized.The concept and characteristics of the top-level design are introduced in detail in the system engineering method.The part of the top-level design of barrier-free strategy is based on the general architecture of the top-level design.It draws the top-level design strategic analysis framework and the relationship diagram between subsystems,providing the basis for analysis of the overall goal of the barrier-free strategy and the hierarchical relationship of sub-strategies.Using the three elements of theory,the barrier-free strategic objectives were determined,which contain people-oriented and promoting sustainable development and barrier-free development comprehensively and coordinatedly.After establishing a barrier-free strategic target,a target system was established.Barrier-free development should focus on human values and people’s needs.It aims to meet people’s basic needs,promote the improvement of the quality of life,and the overall development of every member of society.Social development cannot rely solely on unilateral progress.Instead,it should promote the simultaneous progress of different aspects,including the barrier-free undertakings.Secondly,the article built maths model for barrier-free strategic system engineering,and ultimately established the implementing approach of the barrier-free strategy by the calculation,analysis and testing of that model.Before the model was constructed,the number and content of subsystems of the barrier-free strategic system is first obtained through the expert meeting method,including 7 aspects,barrier-free building strategy,barrier-free cultural strategy,barrier-free traffic strategy,barrier-free standard strategy,barrier-free information strategy,barrier-free innovation strategy,and barrier-free education strategy.Then,the strategic model was calculated by matrix transformations such as reachability matrix and reduction matrix.Multi-level hierarchical directed graphs and explanatory structural model diagrams were obtained by way of hierarchical region division,and the explanatory structural model of the barrier-free strategic system engineering is performed by system level analysis.In model testing part,another explanatory structural model diagram was obtained through the set analysis method of system element reachable set,leading set and common set.Trough compare,it was confirmed that the explanatory structural model diagrams obtained by two methods were same.So on the basis of model construction,analysis and verification,correct explanatory structural model diagram was obtained at last,and the conclusion was drawn.For the barrier-free strategic system,the barrier-free innovation strategy was in the most important position in the seven subsystems in terms of overall and long-term perspective.The strategic status of barrier-free standards followed,directly affecting barrier-free architecture,transportation,information,and other strategies.As a whole,we must also consider barrier-free cultural strategies and barrier-free education strategies.Finally,according to the results of system level analysis from high to low,the implementing approach of the barrier-free strategy and each sub-strategy was established.The correct order was barrier-free innovation strategy,barrier-free standard strategy,barrier-free architecture strategy,barrier-free traffic strategy,barrier-free information strategy,barrier-free cultural strategy,barrier-free education strategy.It focused on the barrier-free innovation development strategy,which included three parts,barrier-free development concept innovation,development mechanism innovation,and development strategy innovation.Thirdly,it introduced the implementation mechanism of barrier-free strategic system,including legal mechanism,market mechanism,policy mechanism and social organization mechanism.The combination of the four mechanisms mainly refers to the system self-organizing mechanism and other-organizational mechanisms.Legal mechanism and policy mechanism are other-organizational mechanisms,and market mechanism and social organizational mechanism are self-organizing mechanisms.It focused on the general role and special role of the market mechanism.The market mechanism has two aspects of positive and negative effects for developing countries,including advantages and disadvantages of backwardness.For the development of barrier-free industries in China,we must fully understand the general and special role of market mechanism to utilize the advantages of backwardness and avoid the disadvantages of backwardness;allow the market to allocate resources.At the same time,the government should guide the market positively.We must make good use of the market mechanism to upgrade the capabilities of barrier-free industries,advance barrier-free environmental construction,and to coordinate social barrier-free undertakings.Finally,the barrier-free strategy is analyzed from the perspective of strategic philosophy.For one thing,the basic connotation of accessibility strategy is analyzed.With the development of strategy,the barrier-free strategy has entered the strategic vision and the strategic structure has included the barrier-free strategy.Additionally,the strategic mechanism has been integrated with the barrier-free strategy,and the strategic advantage has covered the barrier-free strategy.The second thing is to analyze the strategic thinking value of barrier-free development,which including that the long-term principle of strategic thinking involves barrier-free sustainable development,the overall principle of strategic thinking involves barrier-free all-round development,the objective principle of strategic thinking involves barrier-free people-oriented approach,and the connectional principle of strategic thinking involves the coordinated development of barrier-free strategy.Then the philosophical implication of barrier-free strategic system engineering is analyzed,such as the philosophical thinking of stratege and system,the philosophical connotation of strategic system engineering,and the philosophical foundation of barrier-free strategic system engineering.The fourth,for people,barrier-free strategy is human modernization and human full development.For the development of society,barrier-free strategy is not only the important part of the all-round development,but also is the sustainable development of humanistic perspective.This paper is the first article that systematically elaborates barrier-free strategies from a long-term and overall perspective in China,improves China’s strategic system,improves the development strategy theory from specific perspectives,and can systematically guide the effective implementation of barrier-free construction.
