Community college is an important form of American higher education,and public community college is the main force of American Community College.The American public community college is an outstanding sample of transformation and development.From the initial transfer education to the later vocational education and community education functions,American public community colleges have achieved innovative development through continuous transformation.The internal and external governance subjects are the key reasons to promote the transformation and development of American public community colleges.It is of great significance to study the governance subjects of American public community colleges for promoting the transformation and development of Local Undergraduate Colleges in China,improving the governance system of Chinese higher vocational colleges,and promoting the reform and development of higher vocational education.American public community college is a special higher education organization system and a typical stakeholder organization.The theory of new institutionalism has a strong explanatory power to the relationship between the governance subjects of American public community colleges.Government organization is a kind of expected stakeholder,non-governmental organization is a kind of potential stakeholder,and trustee committee is a kind of definite stakeholder.The core of the governance system of American public community colleges is "outside-bridge-inside".That is to say,as a bridge,the trustee committee closely communicates the internal and external environment of community colleges.Through the game and interaction of the three,a harmonious and efficient development ecology is formed.Government organizations and non-governmental organizations are the external governance subjects of American public community colleges.Among the government organizations,the federal,state and local government organizations play their respective roles and cooperate with each other in the development and reform of public community colleges,forming a joint governance force.Among nongovernmental organizations,group organizations,certification organizations and foundation organizations also play a key role in the development of public community colleges according to their respective positioning.The trustee committee is the key bridge between the external governance and the internal governance,and it is also the fundamental reason for community colleges to actively and efficiently serve the society.The election mechanism and emphasis on the rule of law are the institutional basis for the efficient operation of the trustee Committee.The internal governance of community college is a game process of management,teachers and Educational Union.Government organizations provide standardization for American public community colleges.The accreditation organization provides development for the American public community colleges.The community college organizations provide advanced nature for the American public community colleges.The trustee committee provides follow-up for the American public community colleges,and internal consultative governance provides cohesive force for the American public community colleges.The transformation and development of public community colleges in the United States is the result of these five aspects.To study the governance subject of American public community college is an important revelation to the construction of the governance system of Chinese Higher Vocational Colleges: the governance structure is more not structural,but organizational;the performance evaluation of higher vocational colleges should be strengthened,and the application of results should be strengthened;the relevant nongovernmental organizations should be vigorously developed.
