Construction And Evolution Of Chinese Television Legal Public Domain

This research is based on the historical background of China’s social transformation,rule of law construction,television reform since reform and opening,and the construction value of the profound public domain behind the spread of TV-related law,and regards the practice of Chinese TV-related law dissemination as the practice of the construction of Chinese television law public domain.By using historical analysis,system analysis,discourse analysis,questionnaire survey,this research comprehensively analyzes the historical trajectory of the construction and evolution of the public domain of Chinese television law.The research concludes that,the public domain of Chinese television law has undergone three major stages of development from the aspects of functional perfection standard and development measurement standard,such as " initiate period"," expanding period " and " reconstruction period" and has respectively produced three characteristic discourse forms,such as "record body","statement body" and "communication body".Although the public domain of TV law in China has achieved some constructive results,it is far from reaching the state of the mature public domain of TV law.The second chapter,based on the relevant literature analysis in the previous chapter,explores the adaptability of China in the public domain from three different dimensions of etymology,existing definition,different contexts of east and west,and on this basis defines what constitutes the public domain of Chinese television law and its internal structure,construction premise and main features.It is found that in essence,public domain is the spiritual field of public exchange of views around public interest,which has universal objective existence.The public domain of Chinese television law is mainly a public discourse space provided by TV in the specific space context of China,which includes such elements as space carrier,participation subject,space discourse and discourse rules,which have the main functions of public exchange of views and public issues,and the expansion of the carrier,the openness of the platform,the equality of participation,the public nature of discourse,and other basic features.The third chapter to the fifth chapter follows the above theoretical thinking path,taking the practice of CCTV as an example,we think that the public domain of Chinese TV law has undergone three important construction and evolution stages through thorough combing and analysis of the comprehensive system from the aspects of function perfect standard and development measure standard.In the third chapter,we mainly discuss the construction context,exploration process,structure form and dominant discourse of the construction and evolution of China’s television legal public domain in the initiate period(1980--1998).The study found that in this very long time,it mainly shows the non-mainstream discourse status,the time-form of intermittent,relatively simple space-like state,dominating "legal popularization" discourse and other characteristics.In the later stage,the construction mode of TV law public domain represented by CCTV’s " Net of Justice " is basically stereotyped,and the discourse leading position of "record body" is established,which takes documentary as the main style and "story-telling " as the main expression means of discourse.It is reasonable to carry the issue of the public domain of Chinese TV law.The fourth chapter mainly discusses the construction context,the expansion course,the structure form and the dominant discourse of the construction and evolution of the public domain of Chinese television law in the expanding period(1999-2010).The research finds that with the good transformation of the construction conditions of the public domain of television law in China,it realizes the "abrupt" development of horizontal scale and longitudinal quality in a relatively short time.In particular,with the rise of the"statement body" TV rule of law program represented by Law Today,so that the Chinese television law public domain on the basis of the function in the previous phase of a single issue,further has the function of exchange of views,marking its already has a more complete function in the form.The fifth chapter mainly discusses the reconstruction period(from 2011 to present)the construction of Chinese television law public domain construction context,construction performance,leading discourse and its public domain reconstruction significance.The study found that this stage of the Chinese television law of the public domain of the "statement body " construction model in the previous stage,further strengthen the"communication" role and function,to achieve large expansion in the participation of the main body,the more fully exchange of views,the initial appearance of views collision.At the same time,due to the growing prosperity of the new media,the original TV law public domain and the network public domain began to overlap and mingle with each other,thus making it have different practice form than before.The sixth chapter unifies the literature analysis and the questionnaire survey,on the one hand,to obtains the Chinese television legal system public domain present situation,the question cognition and the development expectation from the social public,the industry person through the distribution of questionnaire and the interview,on the other hand,to analyze and interpret the corresponding topic through the combination of related literature material.At present,although the public domain of TV law of China has made some progress,it is far from mature.Owing to the comprehensive influence of technology change,construction cognition and economic factors,it is facing the carrier crisis mainly characterized by the "overall loss" under the change of media pattern.The crisis of form,which is characterized by the structural imbalance of the spatial hierarchy,the discourse crisis mainly marked by the increasingly fossilization of discourse expression,and the function crisis with the dislocation and alienation of the function of the public domain as the prominent problem.To this end,this study proposes that the future of China’s television law of the public domain should obtain support from society from the outside,in order to establish an effective social protection mechanism for space development,and strive to achieve its ecological reconstruction,and promote the public awareness of its main constructor(TV media)and the spirit of the rule of law,and strive to realize its reconstruction,the establishment of multi-space system under the guidance of compound space,striving to realize the reorganization of its space,reconstructing the public domain of the rule of law with the new fusion thought,striving to realize the reorganization of its means.
