Research On The County Economic Development In China Based On The New Development Philosophy

The county economy is a regional economy based on the administrative region-county as a specific area with the symbol of independent county finance.Based on various resources,it is market demand-oriented and is structured by interaction among all levels of economic elements from town,country to village.The exchanges of human resources,capital,material,information and other factors of production make county economy a fully functional economic system.County economy as a basic economy constitutes the center of county development.Though it has made significant achievements since the reform and opening up,the current county economic development is facing a series of pressing problems,such as the lack of innovation,uncoordinated development,severe resource consumption,the closed market environment and so on,which obstruct the development of county economy.Under the new historical conditions,the Fifth Plenary Session of the Eighteenth National Congress creatively put forward five key development concepts,namely,innovation,balanced growth,a green economy,opening-up,and inclusive development on the basis of inheriting the scientific outlook on development.The new development concepts reflect the profound connotation of scientific outlook on development,further promote its application in reality onto a new higher stage,and provide an important guidance for the development of county economy.In this context,undoubtedly,it is of great significance theoretically and practically to carry out the research of county economic development in China based on the new development concepts.On the basis of the new development concepts,this paper explores the basic concepts,theories,functions and main characters of China's county economy from the proposition of the development of China's county economy combining theoretical analysis with the method of empirical research and normative research,qualitative analysis and quantitative analysis.In order to fully understand the current county economy and its problems,to explore the law and effective mode for developing China's county economy and to provide a useful reference for the decision-makers,this paper analyzes the current situation and outstanding problems of the development of county economy in China,and puts forward the basic principles and concrete countermeasures to develop it based on the reality and related theories.First of all,the paper summarizes the theory of county economy.The article defines the basic concept of the county economy;divides the county economy from different angles;and clears the connotation of Chinese county economy.On the basis of clarifying the basic concepts and types,our research shows that the county economy has the characteristics of diverse industrial structure,open economic system,distinct and imbalanced regional development.Besides,the development of the county economy is the key to the three issues of agriculture,rural areas and farmers.It is an important way to realize the development of regional economic cooperation and cultivate new poles of economic growth.It is also one of the crucial parts of integrated rural-urban development and a comprehensive way to build a moderately prosperous society.To know the role of county economy and accurately grasp its characteristics is the foundation for us to further understand China's county economy.Secondly,the paper clarifies the theoretical ground guiding the China's county economy.The theory of modern western development and the contemporary Chinese Marxism are important to analyses the economy of Chinese county,the former includes the theory of the main functional area,the theory of growth pole,regional comparative advantage and competitive advantage theory,the later contains Deng Xiaoping Theory,the important thinking of the 'Three Represents',the scientific development concept and the new development concept,which guide the county economy in different period in China from the beginning of the reform and opening up.At the present stage,the development of China's county economy must be guided by the new development concepts.Thirdly,it analyzes the historical development logic of China's county economy since the reform and opening up,and mainly analyzes the current situation of its development.China's county economy has undergone four stages of development since the reform and opening up.That is the new start-up stage(1978-1982);the exploration stage(1983-1991);rapid development stage(1992-2002);the scientific development stage(2003-2012);new development stage(since the 18th National Congress).Then,this paper introduces the overall situation of county economic development in our country,and shows the overall status,distribution and basic situation,analyzing the early county economic development model in China,namely,"Sunan model","Wenzhou model","Zhujiang model" and "Jinjiang model",which contribute to learn lessons and experience from them.Then,the paper analyzes the overall situation of county economy development in our country.Since the reform and opening up,both the eastern and the central and western regions have shown a vigorous situation:elements in continuous improvement,the county economy in a clear positioning situation.But there are many problems,such as:lack of innovation,imperfect institutional mechanisms;uncoordinated development,the gap in rich and poor,unsustainable resource consumption,closed market slow integration process and so on.With the development of economy and the progress of society,there have been new economic development modes such as "Jiangyin model","Shenmu model","Shuangliu model"and "new Jinjiang model" in our country.The significance models not only promote the development of its own county economy,more importantly,it provides some reference to others such as western region of the county economy.The summary of successful model riches the theory of China's county economic development and lays a solid theoretical foundation to the development of the county economy.Finally,based on the analysis of the present situation and problems,the article explores the strategies and measures of developing the county economy in China.The author proposes taking the new development concepts to examine the development of China's county economy.There are some ways:speeding up the innovation of system to deepen the reform of mechanism,accelerating the development of new urbanization to promote the development of urban and rural integration,optimizing the industrial structure to develop the private economy and characteristic industries,in response to national strategy to step into the layout of the national regional development,promoting culture and education to enhance the county soft power and so on.It is important to accord with local conditions and to seek truth from facts based on the principle of rigidity in county economy,which means applying the new development concept into the county economic reform and development of each dimension to achieve the healthy and sustainable development of county economy.
