Since the mid twentieth Century,the western countries advocate the functions of government services in government administration,which led to far-reaching influence on the new public management movement.The concept it promoted exert a obvious effects on Chinese as well,which promote the transformation of government functions from the control type to service type.At present,the development of public finance management has entered a new stage in the country,focusing more on expenditure reform,the public also put forward higher demands on the performance of government.As a basic component of the national system,the public security organs not only bear the responsibility of protecting public safety and combating crime,but also have the mission of maintaining public security and consolidating stability.Based on the current financial system of our country,we should not only pay attention to the guarantee of public security organs 'funds,but also strengthen the supervision of the flow of funds.This is absolutely to study the support performance of the public security system not only has huge theoretical value,its practical significance is not negligible,but also supervise the use of public security funds.Therefore,the performance budget of the public security system is worthy of our in-depth exploration and thinking.The utility of public security funds has the characteristics of politics,integrity and pluralism.The function of public security organs is to maintain social stability,safeguard national security,enable people to live and work in good social environment,and provide protection for the growth of social wealth.On the one hand,in view of the special function of the public security department,guarantying the normal expenditure demand is particularly important;On the other hand,due to the limited financial resources of our country,we should protect the public security funds demand,and increase the funds supervision which can avoid the waste of money.Public expenditure performance evaluation can effectively solve this problem,it can check the security expenditure effect,and improve the security and efficiency.At the same time,the evaluation results can be used of the basic for the finance department to establish the performance budget next year.At present,there are still some problems in the public security expenditure of our country,such as imperfect management mechanism,lack of supervision,low benefit and serious waste.The theory and practice's explosion of western developed countries has been considerable development,has formed a complete theoretical system of performance evaluation.Although China's theoretical circles and government departments is also very interested in academic research and attention,but for the detailed design of performance evaluation and concrete operation other aspects is still insufficient,which need to be further explored in the future.Based on this idea,in the context of the reform of national political and legal funds guarantee system entering a new stage,in order as the breakthrough point of solving the current reform.According to the idea of "theoretical analysis-present situation research-Empirical Research-Countermeasures and suggestions",this paper tries to put forward a comprehensive and systematic performance evaluation system of public order expenditure.Through the definition of public expenditure,public expenditure,the review of the related theories and comments on public expenditure performance evaluation,factors of public security expenditure attribute and its influence were summarized,so as to form a research foundation.Then,this paper reviews the history and current situation of public order expenditure in China.This paper also classifies and analyzes expenditure,then the model involved in the indicators of scientific design,empirical analysis in panel data regression of fiscal expenditure on social security performance evaluation of the public security.Furthermore,on the basis of the average level of our country,the theoretical model analysis and research hypothesis are carried out,and then the effect of public security management expenditure and other public order expenditure on social security is analyzed respectively.To evaluate the performance of China's public expenditure,a detailed analysis of public expenditure performance in the province by using coefficient scoring method,to carry out the public security expenditure on social security contribution analysis,to further verify the comprehensive performance level of China's public expenditure;the fifth chapter is the regional differences in calculation of performance of public order in China expenditure.As part of the comparative analysis,the technical efficiency measure,the spatial and temporal characteristics of public expenditure performance.Under the data's evidence,this paper analyzes the retionality of the comprehensive performance evaluation index system of China's public expenditure by logistic model.Based on the systematic analysis of the performance evaluation of fiscal expenditure in typical foreign countries,this paper attempts.Finally,this paper gives the measures to optimize the performance evaluation of China's public order expenditure,in line with China's specific national conditions.In the research methods and data objects,this article mainly adopts the literature research method,the comparative analysis method and the empirical analysis method.The article selected by the local government variable,from the use of funds,the police,the public with satisfaction rate,detection rate of criminal cases,the incidence of accidents in the five aspects of selecting more than 50 indexes.Based on the panel data model of empirical and public security questionnaire data analysis,the article is based on the DEA evaluation model and the comprehensive index method.This paper calculates the performance of public order expenditure in various regions of China,and uses the analytic hierarchy process(AHP)and regression analysis(AHP)in the index design and scoring methods.For duty in the maintenance of social security and public order work more prominent public security departments,this paper focuses on the analysis of public security cases and criminal cases,the public security cases and criminal cases and investigate the incidence rate,the detection rate was significantly related to total expenditure and public security.DEA model is used to analyze the efficiency of public security expenditure in various provinces and cities from technical efficiency,pure technical efficiency,scale efficiency and comprehensive efficiency.This paper summarizes the current public expenditure performance evaluation system and the difficulties encountered technical difficulties,analyzes the reasons of these problems,The main innovation of this paper is that using all kinds of methods including weighted scoring method,panel regression method and DEA model,to calculate and evaluate the performance of China's public expenditure on macro and micro performance,and based on the developed countries fiscal expenditure performance evaluation practice summarizes some experience.In the overall scale and efficiency of the preliminary evaluation of the performance of China's macro security spending,also used the survey data with a detailed comparative analysis of the different regions of China public security expenditure micro performance,explore the public expenditure performance of regional disparity and spatial aggregation effect.On the basis of existing research to build the performance evaluation index system of China's public expenditure,and the use of empirical analysis methods on the setting of the science and rationality of the quantitative evaluation,laid the foundation for further research on public expenditure performance.The need for data measurement and control research,mostly for policy implementation effect and output design taken in the study of the evaluation index system of the comprehensive management of public security evaluation criteria and indicators,dynamic process involves less work plan and implementation of the evaluation scope is narrow,center of gravity,over reliance on the negative crime ignore the public satisfaction index,and cost/output standard etc.The design of the indicators while drawing on previous research results,but all indicators do not fully contain the effect of security spending These are the places where the follow-up research can be supplemented and improved.
