In June 2016,Mexico enacted a federal law to create,for the first time in Mexico,three Special Economic Zones(SEZs).The project was presented as a big push to alleviate the historic backwardness of Mexico's south.The aim,though,is to offer foreign companies a secure,business-friendly environment via a preferential fiscal and customs regime.The SEZs will also offer some extra benefits like soft loans by Mexican development banks and tight security measures to guarantee the rule of law.As elsewhere,it is taken for granted that SEZ's will lure multinational firms to deploy operation in these areas and so generate well-paid jobs,boost innovation and exports,and enhance Mexico's competitiveness in international markets.The purpose of this thesis is to determine points of convergence,similarities and areas of opportunity for Mexico where can learn from the Chinese model and even consider a possible investment of China in the region.The Special Economic Zones represent a model of success,especially in China,whose country is a pioneer in the creation of these zones.Up until now,in places where the SEZ's have been installed,local trade has been boosted and investment attracted,which automatically becomes more and better jobs,and greater economic output,and therefore a better standard of living.As is well known,China is an emerging commercial power and one of the most competitive countries due to the characteristics of its production,its capacity to attract investments for the benefits and incentives it offers,the effective investment of human capital and,as a consequence of all this,the increase in its participation in the US and European markets.It also contributes significantly to economic growth and world trade,works to sustain the fragile global financial equilibria and maintains a growing demand for Latin America and the Caribbean's basic products,competing in turn with light and intermediate manufactures in Latin America and the Caribbean.Additionally,on the last day of G20 summits,the presidents of the People's Republic of China and Mexico discussed the opportunity to chart a roadmap of bilateral cooperation for the next five years,in which it is envisaged to cooperate in the construction of Special Economic zones.The People's Republic of China has been historically,and with great intensity today,a global player in the larger socio-economic and geostrategic.Their increased participation in markets for good and services has generated significant global changes,including in Latin America and of course in Mexico.Therefore,in order to have a better understanding of the subject,the project was divided into six chapters.The First Chapter consists of Theoretical Framework,in order to understand the concepts in the field of International Economic Law and its field of action in the present study;The Second Chapter is called Introduction of Special Economic Zones from China and Mexico with the intention of establishing the origins of the creation of said Zones,the criteria for establishing the Zones,their location and as well as the legal framework;the Third Chapter is called Facilities to Foreign Direct Investment in the Special Economic Zones in China and Mexico,which establishes,according to the legal framework of each country,the way to attract greater foreign direct investment in the Special Economic Zones;In the Fourth Chapter the limits to foreign investment in the Special Economic Zones are analyzed,the Fifth Chapter studies the Similarities and differences between China and Mexico in the Special Economic Zones.Finally,in the Sixth Chapter,I would like to point out Suggestions for future development of Special Economic Zones,how to encourage the operation of the Special Economic Zones just created in Mexico,with the Chinese experience,as well as strengthen the bonds between both nations and increase investment Asian in Latin America.
