Along with a new round of comprehensive,systematic,deep and fundamental reform in China,Public Private Partnership(PPP),as an important measure of implementing comprehensive and deep reform,not only stimulates vitality of private sector and promotes effective investment for a stable economic growth simultaneously,but also reduces local government debt,facilitates supply side structural reform,promotes employment,boosts national poverty reduction strategy and provides a strong support to One Belt and One Road construction.However,with the continuous expansion of PPP projects,problems associated with the application of PPP have gradually become prominent,including the lack of-a mature legal system,laws and regulations,government-led discourse power,excessive emphasis on the financing function of PPP,and non-standardized project implementation.As the two most important stakeholders in PPP projects,the institutional logic conflict between government and private sector is the most typical and fundamental problem in PPP project.The public and private institutional logics coexist and compete with each other in PPP projects,forming a dynamic tension in the organizational field,and then influencing both the public and private parties in PPP projects.How to make the two parties understand,tolerate and respect each other's values,and coordinate the differences between public interest logic and the capital interest logic become the key to the cooperation between the government and private sector and eventually the effective implementation of-PPP projects.However,at present,though PPP is no longer a new thing in China,it is still in the exploration stage,lacks systematic institutional arrangements and necessary "top-level design".At the same time,the extant research on public-private institutional logic conflict and its relationship with private sector's cooperative behaviors is also relatively scant.On the one hand,there isn't a clear understanding of the meaning,composition and manifestation of the public-private institutional logic conflict in PPP projects.O n the other hand,there is also a lack of systematic and in-depth discussion on the internal correlation,influencing mechanism and functioning routines between public-private institutional logic conflict in PPP projects and private sector's cooperation.In view of this,this thesis is based on institutional logic theory,organizational conflict theory,social interdependence theory,and relational embeddedness theory,focusing on the public-private institutional logic conflict in PPP projects from a private sector's perspective.Qualitative and quantitative research methods including literature study,semi-structured interviews,content analysis,case study,structural equation model and factor analysis were integrated,in order to carry out the theoretical analysis and empirical test for influences of public-private institutional logic conflict on private sector's cooperative behaviors.This thesis aims to reveal the influencing mechanism and functioning routines of public-private institutional logic conflict in PPP projects on private sector's cooperative behaviors,and deepen the related research,in order to provide effective theoretical implications for PPP project governance.The main contents and results of this study are as follows:(1)Research on the meaning and measurement of the construct of "public-private institutional logic conflict in PPP projects".The content analysis and factor analysis showed that the public-private institutional logic conflict refers to the incompatible state and process of the public interest logic and capital interest logic that the government and private sector follow when they negotiate and trade around their value goals in the process of cooperation.This construct contains two internal dimensions,which are assumption conflict and practice conflict.The former refers to the incompatibility between different expectations and views on PPP projects held by the government and private sector based on their respective institutional logics.The latter is the incompatibility between different rules,norms or practices held by the government and private sector in PPP projects based on their respective institutional logics.Then,based on the results of qualitative research,this study developed a measurement scale for the public-private institutional logic conflict in PPP projects,and tested the construct and its structure through factor analysis of large sample data.Finally,the public-private institutional logic conflict in PPP projects,which consists of 8 items of assumption conflict and 6 items of practice conflict respectively,met the reliability and validity requirements.(2)Research on the influencing mechanism of public-private institutional logic conflict in PPP projects on private sector's cooperative behaviors.The results of multiple case studies showed that:First,the public-private institutional logic conflict affects private sector's public-private hybridity,and the public-private hybridity affects private sector's cooperative behaviors.Second,the status of public-private hybridity can be summarized and divided into two dimensions:the interdependence between private sector and government and the relational embeddedness between private sector and government,that is,the status of goal hybridity and the status of relationship hybridity.Third,based on the combination of interdependence and relational embeddedness between private sector and government,three different statuses of public-private hybridity for private sectors in PPP projects can be obtained,including low interdependence-low relational embeddedness,high interdependence-high relational embeddedness and high interdependence-low relational embeddedness.Finally,private sector's public-private hybridity determines its cooperative behaviors.Private sectors with low interdependence-low relational embeddedness are more inclined to choose differentiated cooperation;Private sectors in the state of high interdependence-high relational embeddedness mostly adopt the cooperative cooperation.Private sectors with high interdependence-low relational embeddedness tend to adopt the strategy of compliance cooperation in the process of partnership.(3)Research on the functioning routines of public-private institutional logic conflict on private sector's cooperative behaviors.With the hypothetical relationships between public-private institutional logic conflict,interdependence between private sector and government,relational embeddedness between private sector and government,and private sector's cooperative behaviors constructed,the inner relations and influences among these four constructs are further revealed.Research findings include:First,assumption conflict and practice conflict both have negative direct effect and indirect effect on private sector's cooperative behaviors,however,there are certain differences.In specific,relational embeddedness between private sector and government plays a partial mediating effect between assumption conflict and private sector's cooperative behaviors,while both interference and relational embeddedness between private sector and government play independent partial mediating effect,and parallel mediating effect together,wherein the parallel mediating effect plays a major role.Second,assumption conflict affect interdependence between private sector and government,while practice conflict affects both interdependence and relational embeddedness between private sector and government.Third,both interdependence and relational embeddedness between private sector and government have positive impact on private sector's cooperative behaviors.
