Equity in Texas school funding: An analysis of the system under House Bill 1

Abstract/Summary:
The purpose of this study was to determine the equity, or inequity, of the current public school funding system enacted by House Bill 1 by replicating the equity studies conducted by Bingham, Jones, and Jackson (2007) and Jackson, Jones, and Bingham (2006) on the school funding system imposed by Senate Bill 7 Financial data for all 1,026 public school districts were accessed from a public database of the Texas Education Agency and the near final financial data were analyzed for access to revenue per Weighted Average Daily Attendance (WADA). For the purpose of this study and in order to replicate the study conducted by Bingham et al. (2007) and Jackson et al. (2006) a purposeful sample of the population consisted of the upper 18% and the lower 18% of WADA ranked by per WADA revenue to examine the degree of equity and fiscal neutrality in the access to funding under House Bill 1.;This study replicated the statistical measures of Bingham et al. (2007) and Jackson et al. (2006), which are some of the most common measures for determining equity in funding. These measures are the Gini Coefficient, the Verstegen Index, the coefficient of variation, and a graphical representation of fiscal neutrality. Furthermore, this study applied the Revenue-to-Population Index developed by Bingham et al. (2007) and Jackson et al. (2006) in order to provide a measure of equity between the 1,026 public school districts in Texas.;The resulting data for the population and the purposeful sample population illustrated a funding system that was fairly equitable, but has some inequity within the system. Also, the data demonstrated a funding system that is more equitable than the prior funding system, but still needs some changes for improving equity within the system. The results of the data analysis were reported and discussed. The findings were summarized and recommendations for further research were made.
