Abstract/Summary:
This mixed quantitative comparative, qualitative descriptive study identified those factors perceived by state government workers as most affecting their productivity. Earlier research indicated that public sector productivity has lagged behind that of the private sector (Mandel, 2003). Data was collected through a survey offered to 980 state government workers in Wyoming. Data analysis included ranking of mean ratings, tests for differences in ratings across demographic groups and against earlier survey results, and factor analysis of responses to open-ended questions. The results indicate that state government workers enjoy freedom and autonomy, like their jobs and the sense of achievement, appreciate teamwork, but feel limited by poor supervision and management, poor communications, and insufficient budgets and staffing. To improve productivity the workers would eliminate bureaucracy, supervise better, and improve communication. Insights into factors influencing workplace productivity will enable both government and private sector managers to more effectively lead and administer their employees.
