| This dissertation uses a hedonic approach to measure the stringency of environmental regulation among the several States. Unlike other works which use a generalized approach, this dissertation concentrates on the production of SO2 emissions by the electricity producing industry. Using a quantitative rather than a normative approach, twenty-eight States are summarily ranked from the most, to the least stringent in the passing and subsequent enforcement of environmental regulations. |
