Abstract/Summary:
The purpose of this study was to determine the levels of measurable educational impact of Perkins 1990 Vocational and Applied Technology Education Act (VATEA) funding in New York State sample Tech-Prep consortia from 1991--1996. The research showed no statistical significance between the funding of high and low impacted projects based on the seven essential elements of program development outlined in the study. The research also verified that there are no significant relationships between sample projects in budgeted grant categorical areas. However, New York State sample Tech-Prep consortia had developed areas of measurable program educational impact above the average national reported rates.;Tech-Prep funding was re-authorized under a new Perkins VTEA 1998 legislative mandate through 2003. More defining outcome variables and program accountability assessments are needed with respect to funding and measurable educational impact both in New York State and nationally. The Tech-Prep Associate Degree Program needs to deliver results to become more effective at reaching the "neglected majority" it was intended to serve.
