Building bridges: A survey process approach to organizational effectiveness

Abstract/Summary:
In the interest of augmenting the canon of best practices in stakeholder feedback programs in education, the researcher has described a single case study that explored the context and process used to improve the quality and performance of an education system. The purpose of this study was to chronicle the process used to design, develop, and implement a stakeholder feedback program as a benchmark process that may be emulated as a best practice for sustaining organizational vitality and effectiveness.;The problem and motivation reflected in this study stems from an organizational decision to improve the way in which decision-making and planning is done. In the interest of moving toward data-based decision making, the organization engaged in a multiple stakeholder feedback program using survey research methodology. The program was framed by a quality process, which was used to quantify performance, track progress trends, and engage stakeholder groups in the process. The process of planning, development, implementation, and follow-up of the stakeholder feedback program all contributed to answering the three research questions in this case study. The program was comprised of various components and sub-components with integrated activities and tasks which contributed to or led up to answering the research questions. Research question one asked about the degree of institutional effectiveness: What do the target stakeholders (parent, student, and staff) believe are the district's strengths, opportunities, and contributing factors? The answer to the question was based upon the quality design, development, and implementation process of the survey program. Research question two asked about the district's benchmark performance: Where should the district focus its strategic and tactical goals, and core strategies and priority initiatives? The answer to this question was uncovered through the analysis and interpretation of the survey results, which provided substantive information for establishing organizational benchmarks and strategic and tactical action plans. The final research question asked about the effectiveness of the process: Which activities, events, and/or behaviors had a positive impact, and which activities, events, and/or behaviors had a negative impact on the stakeholder feedback program? This question was answered through an evaluation of the stakeholder feedback program, which helped to describe lessons learned and possible solutions for improving the process for future stakeholder studies.
