| In this dissertation, the problem of an nonintegrated policy for coordinating an integrated organizational framework for natural resources management program is analyzed. The role of institutions involved in decision and policy making for implementation of the Inpres for Reforestation and Regreening program is studied. This program is being implemented and plays an important role in saving the lands resources from further degradation due to erosion which results in on-site and off-site effects.;In the proposed model, more emphasis is given to the role of the local government in policy making and setting up priorities. This approach will accelerate the strengthening of the local institutions' capacities and capabilities.;The proposed model I incorporates a watershed as a management unit and integrates it with the regional development plan. Model I also allows for an organizational framework setting the program's priorities, and arranging the financial sources. The weak linkage between researchers and extension could be strengthened through refunctioning the coordinating forum at provincial and kabupaten levels.;At the kabupaten level, the Agency for Forestry and Soil Conservation would be able to develop a consistent data base management system. These data could be utilized to analyze the achievement of the program. The data base should be able to fulfill the gap of information in assessing the sustainability of program implementation.;Alternative solutions to the problem have been formulated and proposed. The proposed solution models are framed based on the analysis of historical data gained from the experience of officials through interviews and questionnaires. In addition, case studies were also conducted on the Citanduy, Jratunseluna, and Wonogiri watershed projects. A given condition in formulating the proposed models is the establishment of the Forestry and Soil Conservation Agency at the kabupaten level. |
