The effect of wind chill on the durability of portland cement concrete cast at near freezing temperatures was presented. The durability of portland cement concrete is adversely affected by temperatures below freezing even if no wind chill is present. If wind chill is present, the durability of the concrete is greatly reduced. The lower the temperature and the higher the wind velocity, the more durability is reduced. Calcium chloride used as an admixture did provide a significant increase in durability in all cases.
