DEVELOPMENT, IMPLEMENTATION AND EVALUATION OF A COMPUTERIZED STUDENT INFORMATION SYSTEM FOR LIMITED ENGLISH PROFICIENT STUDENTS

Abstract/Summary:
In January 1983, the El Paso Independent School District was cited by the Texas Education Agency for lack of appropriate records for Limited English Proficient students. This discrepancy, and the need for accurate data for decision-making purposes, led to the development of a computerized student information system for Limited English Proficient students.;A data collection instrument was developed, tested, and distributed to all campuses. Campus personnel completed a data from for each student who indicated a home language other than English. The completed data forms were submitted to the Office of Research and Evaluation. An on-going process for updating the data was established. This office was responsible for entering the data into the computer and continues to be responsible for the maintenance of the system.;In Spring, 1984, the data in the system were used to provide information about Limited English Proficient students to campuses and central office administrators. Rosters of students were prepared and used to review and place students in appropriate programs. Summary statistics were calculated so that district administrators could plan for allocation of resources.;The Limited English Proficient Student Information System has been in operation for almost three years. It has become an integrated, ongoing system. The system is a continual process of data entry, update, and production of regular and special-request reports. It has fulfilled its purpose of meeting state documentation requirements and meeting district informational needs.;The Limited English Proficient Student Information System for Grade 2-6 (grades prekindergarten through grade 1 have since been added) was implemented in Fall, 1983. The purpose of the system was to: (1) satisfy state documentation requirements and (2) provide the district with the information for decision making.
