Abstract/Summary:
The main purpose of the study is to examine the impact of regional integration and free movement of skilled labor on the island of Grenada. One of the concerns in regards to CARICOM in its 40 years of undertaking regional integration efforts is the seeming lack of progress. The study argues that labor mobility is critical to the development of Grenada since labor ensures that the regional skills group is fully exploited and can move quickly to areas of greatest need.;Given the purpose of the study the most appropriate method to answer the research question is a case study. A convenient sample of participants was used. Content analysis of interviews, documents, and archival records provided evidence with the quality of the study being preserved using triangulation techniques. The study explored and interpreted participants' perceptions as it relates to labor mobility. Their expressions led to an understanding of the range of interpretations of the apprehensions associated with free movement and the adequacy of existing arrangements. The response rate was 94%. The main research question examined the impact of regional integration and Free Movement of Skilled Labor on the island of Grenada. Three research issues were investigated. The findings revealed that Grenada has not benefitted from free movement. Four factors explained these findings: a lack of political will on the part of leaders, ineffective organizational level, a weak information infrastructure, and deeply embedded cultural norms and political nemeses. The author advocates three recommendations for the establishment of a central clearing house for applicants, establishment of fund to cover administrative expenses in member states and a public awareness campaign.
