Green development,known as a development theme of the new era,is a scientific development model which pursues quality,efficiency and intensiveness rather than quantity,productivity,and extensiveness.As an organic component of Chinese society,the rural area has a unique natural ecological foundation and cultural heritage.The rural green development is the choice of the times in understanding the value of the rural area,the necessity choice in realizing the modernization of agriculture and the construction of rural ecological civilization under the background of high-quality development,and also a realistic choice in solving the contradiction between the people’s growing needs for a better life and unbalanced and inadequate development.There is a certain theoretical and practical significance for solving the bottleneck problem of rural development and the short board problem of ecological civilization in measuring and identifying the ideal gap,process validity and influencing factors of rural green development.On the basis of relevant literature review,this paper comprehensively takes interdisciplinary methods to conduct theoretical and empirical research on the theoretical basis,index system of measurement,method modeling of measurement and related issues of influencing factors of rural green development,as an example of Shaanxi county villages,This paper explores the dynamic factors,resistance factors and endogenous relationship that affect the rural green development,and provides reference for the construction of ecological civilization and Rural Revitalization in Shaanxi Province.The main conclusions are as follows:Firstly,constructing an index system of the four ability of index system of measurement of rural green developmentin.Based on the theory of harmony between human and natural ecology,the theory of human development and the theory of giant complex system,this paper analyzes the connotation,operation mechanism and function mechanism of rural green development in combination with the background of the times.Based on this,it deconstructs the core meaning of rural green development from the perspective of capacity needs of system,and realizes the green production capacity,keeping capacity of green asset and green development in rural areas The construction of the measurement standard matrix of the ability in improving the quality of life and the ability in obtaining fair opportunities in rural areas.In particular,the system clustering method is used to extract the core measurement index,and the distance measurement model of cognitive blind area is used to assign the index weight.Secondly,constructing the model of measurement of the level,efficiency and potential of rural green development,and realizing the innovation of measurement methods.In order to overcome the fairness of multi-attribute decision-making measurement and the unity of multi-attribute decision-making,the paper combines the geometric weighted average method and the input-output ratio method in building a measurement model of the level of rural green development;applies the partial differential derivation method in analysing rural green development,reveals the internal relationship between the level and efficiency,and finds that the total efficiency is the effect of four dimensions by using numerical fitting method in simulating the level function of rural green development,and approaching the optimal fitting function in building a potential measurement model,the rationality of the measurement method is tested by Pearson coefficient,goodness of fit and truncation error.Thirdly,constructing the endogenous structure model of rural green development level with the factors of GDP per unit energy consumption,internet popularity and road density.Through the gradual expansion of the C-D production function,the paper establishes a measurement model,and estimates the elastic coefficient of the simultaneous equations by using the least square regression method with weighted.It is found that the GDP per unit energy consumption and the road density have a negative impact on the green development level of rural areas,and the impact of the GDP per unit energy consumption is greater than the road density,and the popularity of the Internet has a positive impact,indicating the improvement of the level of information technology.It can promote the green development of rural areas.the innovation of this paper is to build the influence effect model of level of rural green development through the expansion of C-D production function,estimate the parameters by least square method with weighted,and solve the elastic coefficient.Fourthly,the empirical analysis of county villages in Shaanxi Province finds that:(1)The level is characterized by succession and repetition.From 2000 to 2017,the rural green development level of 58 counties in Shaanxi showed small horizontal S-shaped waves,and most counties tended to be stable.The results of dynamic measurement for 18 years show that counties at high level(RGDlevel≥0.92)and high level(0.90≤RGDlevel<0.92)gradually decrease,while counties at medium level(0.87 ≤RGDlevel<0.90)are basically the same,while counties at low level(RGDlevel<0.87).And the rank of level contribution degree is:rural green assets>rural green production>rural living environment quality>rural fair economic opportunity,which shows that the contribution of rural green assets to the level of rural green development is the largest.(2)The efficiency shows the alternation of positive and reverse.The order of efficiency contribution degree is:rural living environment quality>rural green assets>rural fair economic opportunity>rural green production.(3)In the next five years,most of the potential will show a downward trend,with only nine counties such as Foping and Pingli showing an upward trend.The order of potential contribution degree is:rural fair economic opportunity>rural living environment quality>rural green assets>rural green production.(4)The empirical results show that the national policy has a positive effect on rural green development.For example,the green development level of Foping has been performing well.The implementation of the country’s targeted poverty alleviation policy in mountainous areas has made Zizhou leap from low efficiency to high efficiency.(5)There is a coupling phenomenon between rural carbon emission and rural green development in Shaanxi Province,and the task in reducing carbon emission is still very difficult.Using the least square weighted regression method to estimate the parameters,it is found that the carbon emission is negatively related to the level of rural green development,and for every 1%increase in carbon emission,the level of rural green development is reduced by 0.04315%.Further simulation prediction shows that the carbon emission is only reduced to more than 20%of the existing level,and the level of rural green development is significantly improved.The results show that when the disposable income of rural residents reaches a certain value,the carbon emission can be slowed down,which shows that the carbon emission can be greatly reduced and the rural economy can be innovated,the income of villagers can be increased,and the level of green development of rural areas can be improved.
