A Study On Contemporary Language Policy In Ukraine From The Perspective Of Language Conflict

Ukraine is a country that has undergone a transformation of its political and economic system.For most of its history,Ukraine has been in a split state,which makes Ukraine unique ideologically and geopolitically.After the independence of Ukraine,the status of the main ethnic groups and ethnic minorities has undergone a huge reversal,and the ethnic relations are complicated,especially the historical entanglements between the Ukrainian and the Russian ethnic groups within the long history.Ukraine's complex ethnic relations and historical origins make the language situation extremely complex.Ukraine is a multi-ethnic and multi-lingual country with unique historical characteristics.Ethnic conflicts and language conflicts have long exerted great influence on the national unity,social stability and even national unification of Ukraine.Therefore,it is of great significance to study the language conflict and language policy in Ukraine.When analyzing the language conflict in Ukraine,we find it difficult to find a suitable theoretical framework to comprehensively analyze the specific language conflict phenomenon and the driving factors behind it.Considering that language is the product of social environment and language conflict is one of the types of social conflict,we can explain and analyze language conflict with the theoretical framework based on social conflict.However,language is quite different from other social phenomena,so social conflict theory can't be directly applied to the analysis of language conflict.Therefore,we need to construct a theoretical analysis framework of language conflict on this basis,and conduct an in-depth analysis of language conflict and illustrate the non-language factors hidden behind it.This research is to analyze the structure,type and the impact of the language conflict from the perspective of social conflict theory.Taking the conflict facts of language as a starting point,we try to refine language conflict theory and construct the analysis framework,including the occurrence mechanism,driving mechanism and action mechanism of language conflict.By analyzing language conflict in each language group's role in the competiting process,focusing on the dialectic relationship's research of language conflict and language policy,nationalism,the language education policy and the media language conflict,the study focuses on the rise,development and evolution process of the specified language conflict,and the core driving factors,such as the political,economic ones behind language conflict,and reveals the essence and commonality of language conflict.This study obtains experience and lessons from specific language conflicts and language policies from a national perspective,and puts forward suggestions for mitigating language conflicts on the basis of analyzing the phenomenon and essence of language conflicts based on language conflict theory.Through this study,we find that there is a very close interaction between the direct cause and the intrinsic cause of language conflict.The intrinsic cause is the deep driving factor of language conflict and also the core of the driving mechanism in the analysis framework,which is often the direct cause of triggering language conflict.Under the joint functioning of internal motivation and direct inducement,language conflicts come into being.Language conflict bears positive and negative functions,which strengthens the direct inducement and internal motivation of the mechanism.The internal motivation,direct inducement and two-way functions of language conflict constitute an interactive organic whole,namely driving mechanism,occurrence mechanism and action mechanism,forming the framework of language conflict analysis.In addition,we find that language conflict can reflect the language power between different language groups.To a large extent,language power is actually the external representation of political and economic power,and language conflict is rooted in political and economic interests.The forms of language conflict are different in the field of nationalism,language education and media language,but the driving factors of language conflict in the fields are basically the same.The language conflict in Ukraine is the result of multiple factors,which is the concrete embodiment and reflection of the language system conflict in the world,which can be used for reference in other multi-ethnic countries.This study is innovative in the aspects of topic selection and analysis perspective,the construction of theoretical analysis framework,the refining of mediation suggestion,and the analysis on direct inducement and internal motivation of language conflict,which provides reference for related language conflict research to a certain extent.
