The Hague Conference on Private International Law is a global intergovernmental organization for the study and development of treaties on private international law.It is committed to the progressive unification of the rules of private international law,especially plays an important leading role in the process of the unification of private international law,and has become the most influential institution in the field of private international law around the global.It advocates international judicial and administrative co-operation,respects the diversity of legal traditions,and gradually becomes the center of cross-border civil and commercial co-operation in the world that integrates different legal systems.Of course,the Hague Conference on Private International Law can achieve today's achievements without a single step.In particular,reviewing the history for more than a century,it can be said that the transformation has a great significance in the development process of the Hague Conference on Private International Law.The first transformation of the Hague Conference on Private International Law began in the mid-1950s,and its main manifestation was the formulation of the Statute of the Hague Conference on Private International Law,which marked the beginning of the transition from a temporary international conference to a permanent international organization.During this period,an important achievement of the Hague Conference on Private International Law was the introduction of the principle of habitual residence into the Conventions,which effectively reconciled the differences between civil law and common law countries on the connecting factor of personal law relating to principles of nationality and domicile.The second transformation of the Hague Conference on Private International Law began in the late 20th and early 21st centuries,and its main manifestation was the amendment of the Statute of the Hague Conference on Private International Law,which marked the beginning of the opening of the Hague Conference on Private International Law to regional economic integration organizations.Especially for the accession of the European Community,these two international organizations have entered the spring of co-operation,and the Hague Conventions on Private International Law have also had a significant influence on the European Union's private international law legislation,largely avoiding the duplication of legislative work in the field of private international law.The future transformation of the Hague Conference on Private International Law should focus on co-ordination and co-operation outside the institution.In addition to the fact that internal management and operation should keep pace with the times,the Hague Conference on Private International Law should strengthen and deepen coordination and co-operation with other international organizations and non-member States at the global,regional and national levels.Furthermore,from the perspective of the interaction between China and the Hague Conference on Private International Law,in particular the contribution of China to the Hague Conference on Private International Law and the influence of the Hague Conventions on Private International Law in China,the continued co-operation between the two sides will contribute to each other's future development.
