Study On State Building Mechanism In Dali Bai Minority Area

From the theoretical perspective,"state building" is an explanatory concept that explains the path of nation-state construction and social structure change.From the practical perspective,it is a political practice process that accompanies the formation and development of nation-states.State building is rich in contents and dynamic changes,and its background,content,and goal have their own focuses in the Chinese and western context.It is necessary to examine it in the specific space-time background and practical field.The state building in the early days of the New China founding(1949-1956 years)played a vital role in the consolidation of the new regime and the establishment of the socialist system.As a unique governance unit,minority area is an organic part of the state building,and it is also a miniature of modern state building.The issue studied in this paper is: How did the ruling party and the state build state in Dali Bai minority area in the early days of the New China founding? Specifically,this big issue can be broken down into three small issues: What is the starting conditions of the state building by the ruling party and state in Dali Bai minority area? What is the effective mechanism of the state building? What are the historical experiences of the state building?At present,the academic community mainly studies the state building within the framework of the "state-centered theory" "society-centered theory" or "state-society" relationship.From the perspective of the interaction between the state and society,this paper studies the state building mechanism from the medium level.On this basis,according to the characteristics of state building in the early days of the New China founding,this paper attempts to build an "power sinking mechanism---legality production mechanism---interests adjustment mechanism" Analysis framework.As far as the positioning of the three is concerned: The power sinking mechanism composed of the power organizational network belongs to the "hard power" part of the state building;The legality production mechanism composed of ideology propaganda belongs to the "soft power" part;The interests adjustment mechanism composed of the social foundation revolution with land as the core belongs to the "core" part.In terms of the connotation and relationship of the three: First,the power organizational network with the ruling party as the core constitutes the most important body of the state building,while strengthening the penetration capacity of state power,it also provides a solid organizational guarantee to carry on the social foundation revolution.Second,ideology propaganda is an unique political activity in Chinese context.At the same time as the enhance of state ideological power,it provides strong spiritual impetus for the social foundation revolution.Finally,the social foundation revolution around the land with the interests integration as the essence,the mass movement as the form realizes the social structure transition and relationship change between the state and peasants.Beyond that,it strengthens the states basic power of resource extraction and social control.Three major mechanisms complement each other and strengthen each other to promote the state building jointly and orderly.State building is a lively political practice in a specific field.The geographical,natural,and cultural environment in Eryuan county has shaped the practical field of the state building.Bai minoritys horse caravan culture,farming-reading culture with great patriotism,the folk religion "local deity worship" with inclusive and pragmatic spirits and the "unity in diversity" religious pattern have become the "foundations of state building" because of the solid foundation for political identity;while the powerful forces of local bullies,bandits and the existence of national discrimination and national estrangement have become the "difficulties of state building".The state building has been carried out under the situation of mixed advantages and disadvantages in Dali Bai minority area.From the perspective of organizational construction,the establishment of the CPCs organizational system strengthens the partys position as the core of leadership.The establishment of authority organization and administrative organization ensures the smooth operation of state power;a large number of CPCs peripheral organizations closers ties between the party and the masses.With CPC at the core,the power organization network of party-government symbiosis and mass organizations attach to party constitutes the logical starting point for the state building.From the perspective of ideology propaganda,the targeted propaganda around the partys central work and the general propaganda under the ordinary situation are the two main lines running through it.As far as the former is concerned,land is the most important means of production for farmers,and the family is the most basic unit of society,the Complaining campaign around the Land Reform campaign has shaped the farmers class consciousness;The Implementing Marriage Law campaign has promoted the formation of the masses freedom and equality concepts.As far as the latter is concerned,universal ideology propaganda have strengthened the partys authority and state identity on the basis of "shaking old and establishing new".From the perspective of social foundation reform,the Land Reform campaign and the Agricultural Cooperative campaign with land as the core have far-reaching significance to the state building and social structural transitions.The Bai people were severely deprived of feudal landlord in history,the Land Reform campaign from 1950 to 1953 realized farmers objective on "Land-to-the-Tiller",meanwhile,it has greatly enhanced the party authority and the social control by the state.As an agricultural county,Eryuans Agricultural Cooperative campaign from the latter half of 1952 to the end of 1956 overturned the traditional production pattern and lifestyle,the states basic pow er has been strengthened.With the completion of the democratic reform and socialist transformation in Dali Bai minority area,the socialist system has basically been established and the state building has achieved periodical victory.Under a panoramic retrospective of the state building in Dali Bai minority area,we can found that distinguished strategies based on "governing according to ethnic group" "varying with each individual" and "adjusting measure to local conditions" run through the state building,and are also the key to the success of state building.The paper attempts to describe this kind of state building strategy as "inclusive state building".That is,the requirements on time,scope,degree,and effect of state building work in Dali Bai minority area can be slightly lower than those in other areas.However,"inclusivity" has limits.That is,the more difficult the social foundation revolution is,the more inclusive,the events that do not endanger the regime,the more inclusive,and the matters that have more ethnic characteristics,the more inclusive.Through the "inclusive state building",the CCP achieved the transformation of "Embedding—Deeping—Rooting" in Dali Bai minority area;the material interests and traditional culture of the Bai minority were maintained;and the situation of the stable development of the state and the optimum change of the society were formed.
