The Research Of The Chinese Partnership From The View Of Habermas's Theory Of Communicative Action

There are major changes unfolding in the international system,something unseen in a century as well as China is turning from global power into world power.In this situation,as an important strategic component of major country diplomacy with Chinese characteristics since the 18 th CPC National Congress,how the Chinese partnership promotes China's transformation from power to status by building the interaction between China and the international system and its main members.In terms of research ideas,this paper follows the path of building an international system's interaction framework,explaining the connotation of the Chinese partnership behavior,studying the behavioral logic of the Chinese partnership in unit interaction,analyzing the behavioral function of the Chinese partnership in system interaction as to promote China's national power and international influence and strengthening the Chinese partnership management.First of all,Habermas' s theory of communicative action is used to build a behavioral analysis framework for the Chinese partnership,with the nations,partnership and power as the main components of the international system's interaction framework.The paper holds that states is the main actors in the international system's interaction framework,and there are objective world,subjective world and the living world in the international system with the purpose action,the communication action,the normative action and the self-expression action.At the same time,the power elements produce,flow and operate in the international system's interaction framework.Power is the medium of communication action and purpose behavior,the resource of purpose action's intention,the object of normative action and the content of self-expression action.Secondly,the paper sort out the process of the Chinese partnership's historical process.This paper sums up the practice of partnership in the international system after the Second World War and analyzes the cognitive transformation of The Chinese partnership during the cold war.It summarizes the practice of The Chinese partnership after the cold war from three stages: the initial exploration,the deepening practice and the comprehensive development of the Chinese partnership.It respectively states the construction,the characteristics and the mainly achievements of the Chinese partnership in each stage.Third,summarizing the connotation of the Chinese partnership.Establishing the ideological connotation of the Chinese partnership from the ancient Chinese political includes the declaration of positioning,international cooperation,national emotion and international regimes;the power elements flow in the interactive actions of partnership,resulting in the generation and accumulation of power resources,the transformation and use of power,and the acquisition of international influence.The Chinese partnership is a strategic link in major country diplomacy with Chinese characteristics.Again,analyzing the operation logic of the Chinese partnership.From three levels of bilateral,multilateral and global networks,this paper combs the communication content of the Chinese partnership,and analyzes the operation logic of the partnership to promote the development of major country diplomacy with Chinese characteristics,and lists representative of the Chinese partnership.It is believed that economy and security are the main areas of the Chinese partnership's interaction;China cooperates with partners of different levels in different contents,and builds and deepens the partnership along the path of trust,cooperation and coordination;in partnership's interactions,China continuously accumulates trust and consensus with partners,so as to deepen the common interests and goals with partners and promote China's power and influence;in the coordination of interests and competition,China coordinates interests with partners in a wide range and deep level of partnership cooperation,and establishes mutual trust in repeated non-zero sum games;China and non-partners also actively cooperate to control differences with common interests;considering the competition between China and partners,partnership needs to develop in competition,coordinate in development,and strengthen the partnership with orderly competitionThen,in the development of the international system towards decentralized networking,the international system is showing a situation of interwoven and integrated partnership networks led by major powers.In the current transformation of the international system,competition between China and the United States is a key issue,and the function of the Chinese partnership is to express China's intention of peaceful development,strive for international resources support,control differences and deepen friendship;based on Global governance to observe China's acquisition and exertion of international influence,the Chinese partnership has proclaimed the spirit of partnership,strengthened governance consensus and carried out governance practice in partnership.Based on the Belt and Road Initiative,to observe the supply of international public goods in China's leading regional development model,the Chinese partnership declares the correct concept of justice and interests and the supply concept of "responsibility sharing and major powers burden more",promotes the realization of consensus in partnership,enriches the cooperative supply mode in partnership practice,and strengthens the design of supply system.Finally,maintaining and expanding the strategic management of the Chinese partnership.In terms of the maintenance of the Chinese partnership,based on the problems that have been exposed in the current partnership and potential risks,the Chinese partnership faces such problems as inadequate self-image and concept transfer,the concordant function of international cooperation still needs to be refined,the consensus of the partnership needs to be further converged,and the partnership regimes needs to be improved.Therefore,it is necessary to explore and set effective indicators to quantify and evaluate the partnership,so as to more objectively consider the development of the partnership,clarify the problems of the partnership,and carry out maintenance from the aspects of cooperation effectiveness,communication cost,competition management,and institutionalization.It is necessary to deepen and enhance the strategic partnership from the content of partnership interaction in the expansion of the Chinese strategic cooperative partnership,consolidation economic advantages and develop multiple advantages,expanding common interests and common goals;promoting more international relations to enter the partnership framework in the scope of partnership,and set up strategic fulcrum countries to deepen the level of current partnership.
