After taking office,the Modi administration has made significant adjustments to India's foreign policy,which has also shown a series of new features in handling its diplomatic relations with the two major global powers,namely China and the United States.Modi's transformed diplomatic measures have not only appeared to be different from the diplomatic concepts and models of the previous Indian administrations,but also reflected in the discontinuity of the foreign policy formulated during Prime Minister Modi's two terms of office.The changes in India's foreign policy affect the regional order and international structure,and arouse the attention of the international community.This dissertation uses the concept of “identity” under the constructivist paradigm as an analysis tool to discuss the dynamic mechanism of Modi administration's foreign policy adjustment,and tries to extract and summarize some regular views.The introduction part introduces the research focus of the dissertation: explaining the reasons why the theme is selected and the significance of the research;making a relatively comprehensive review of the research results on Indian foreign policy in domestic and foreign academic circles;based on the existing constructivist identity theories,the “identity-behavior” analysis path proposed by the dissertation has some creative academic value;the important and difficult points as well as the innovation of the research are put forward;finally,the basic structure of the thesis is briefly explained.The first chapter of the main text clearly defines the two core concepts of national identity and national interest,expounds the relationship between the two and their explanatory power to national foreign policies under the paradigm of constructivism.The second chapter traces the civilization genes,historical context and strategic thinking of Indian diplomacy,looks at the constructive role of the current international system structure and the political discourse of “the other”,and lays out the background for in-depth exploration of India's foreign policy.The third chapter looks at how the actors understand and identify the national identity and interests through the cognitive characteristics of Modi administration.Chapter 4 shows the diplomatic measures of the Modi administration from the surrounding,regional,and global levels,and has a regular grasp of the changes in India's foreign policy,that is,how the Modi administration perceives its national identity and interests and then makes decisions on foreign policy under the country's policy decision-driven mechanism.Chapter 5 selects typical cases in the foreign policy of the Modi administration to verify the country's decision-driven mechanism under the“identity-behavior” path in foreign relations,that is,within the “Indo-Pacific”framework,how India,based on its identity recognition and interest goals,understands the policies and roles of the two major powers,China and the United States,and then formulate policies on “the other” in a targeted manner,so as to realize the reconstruction of Indian diplomatic relations with a clear sign of turning.The conclusion part systematically reviews the main content of this dissertation,and gives research conclusions and policy recommendations.Identity theory has a strong explanatory power when analyzing the country's foreign policy.The decision-makers' perception of the country's identity fundamentally influences the country's external behavior.The Modi administration's policy adjustment is based on the inevitable result of cognition.Grasping the logic of “identity-behavior” helps “the self” make full research on the role and behavior judgment of “the other”,thereby reducing misunderstandings,making reasonable decisions,and realizing effective diplomacy.
