With the public sports service in small and medium-sized cities as the object and Tongling city of Anhui province as the example,the author uses the methods of literature,questionnaire,interview,field investigation,comparative analysis,case study,the mathematical statistics,etc.to do the research.With theories of urban development,public management,governance and other related subject theories,the thesis takes the development of public sports service,the systematic theory construction of public sports services in small and medium-sized cities and present situation of public sports service in Tongling as the main contents.In order to provide theoretical support and practical reference for the development of public sports services in small and medium-sized cities and supports for building a well-off and health society in an all-round way in China,the author explores the developmental strategies of public sports service in small and medium-sized cities by combining normative and practical research,comparing of necessary and reality.The main points of the thesis are as follows:(1)The development of public sports service in China has experienced three periods and four stages.First,the period of planned economy: the emergence of public sports service(1949-1978);Second,the period of transformation: the growth of public sports service(1979-2001),including the two stages---the early years of the reform and opening up(1979-1992)and the establishment of the socialist market economy(1992-2001);Third,the construction of a well-off society in an all-round way: the take-off stage of China’s public sports service(2002-present).(2)Small and medium-sized cities are the bond between big cities and villages and the important "interface" and new force of urbanization.Public sports service has a positive impact on economic growth,social development,the city’s image and consumer lifestyle.Public policies,economic development level,urbanization process and the traditional sports culture in small and medium-sized cities also affect nature and contents of service,the way of supply,the scale of supply,level and scale of demand in public sports service.(3)The systematical structure of public sports service in small and medium-sized cities should include five subsystems: systems of management,target,power,supply and evaluation.Each subsystem is composed by certain elements.(4)During the setting-up of the pilot city of the national fitness,the goal of Tongling city is clear and the mechanism of policy guarantee and management is completing and the financial support is increasing.Therefore,awareness of urban residents on physical exercise is commonly raising,the system of public sports is constantly improving and the development of characteristic staff sports is rapid.Residents’ satisfaction on public sports is improved significantly.(5)Developed countries in the sports have perfect public sports service policies,improved public sports facilities and completed sports organization network and sports volunteer service system.The enlightenments on our small and medium-sized cities are as following: we should set up the developmental model of public sports service suitable for the small and medium-sized cities,explore characteristic sports resources,improve socialization of public sports service,transform government function and improve laws and regulations.(6)At present,developmental strategies of public sports in small and medium-sized cities are taken as the "six",namely targeting of management processes,legalization of public policies,diversification of supply ways,standardization of service contents,branding of service and normalization of performance evaluation. |
