developing the undertaking of the Party and country,focusing on the achievement of the great rejuvenation of the Chinese nation,attaches great importance to the position and role of strengthening moral education and cultivating people in higher education,and has discussed and mentioned the issue of strengthening moral education and cultivating people in a series of important speeches addressed with regard to the reform and development of higher education and ideological and political work in colleges and universities.In his report to the 19th National Congress,General Secretary Xi Jinping clearly stated that the Party’s education policy should be fully implemented and the fundamental task of strengthening moral education and cultivating people should be fulfilled.At the National Education Conference,he further emphasized that it is necessary to deepen the reform of the education system and improve the implementation of mechanism for strengthening moral education and cultivating people.Strengthening moral education and cultivating people mainly lies in the implementation.Under the guidance of General Secretary Xi Jinping’s important exposition on strengthening moral education and cultivating people in colleges and universities,resolving the key problem of "how to strengthen moral education and cultivate people "is an era subject for colleges and universities to establish in practice and focus on exploration and innovation.In the new era,it is a complex systematic program to implement moral education and people cultivation in colleges and universities.From the perspective of ideological and political education,the paper comprehensively adopts the related disciplines and theories of synergetics,and explores the issues of construction in the implementation mechanism for strengthening moral education and cultivating people in colleges and universities.It starts from theories and historical investigation,objectively analyzes the realistic conditions of the implementation mechanism for strengthening moral education and cultivating people in colleges and universities.And in allusion to the realistic dilemma facing colleges and universities while systematic implementing moral education and people cultivation,it explores the internal mechanism for implementing moral education and people cultivation in colleges and colleges and universities.This chapter focuses on elucidating the concept and characteristics of "implementation mechanism",which shows the basic idea of constructing the implementation mechanism for moral education and people cultivation in colleges and universities.It mainly sorts out and summarizes the historical practice and basic characteristics of strengthening moral education and cultivating people in colleges and universities by the Communist Party of China,which represents that " strengthening moral education and cultivating people" has always been the core idea of the Party’s higher education undertaking,and has laid a solid historical foundation for the implementation of strengthening moral education and cultivating people in colleges and universities in the new era.The second level is the analysis of realistic conditions:it explores the current realistic conditions of the implementation mechanism for moral education and people cultivation in colleges and universities.It mainly includes the second chapter,which summarizes the challenges facing the current implementation mechanism for moral education and people cultivation in colleges and universities,the conditions necessary for implementation and the main achievements gained.This chapter focuses on analyzing the five realistic dilemmas existing in the current implementation mechanism for moral education and people cultivation in colleges and universities,which provides a realistic basis for proposing targeted construction logic and strategies.The third level is the interpretation of mechanism construction,which analyzes the construction logic of the implementation mechanism for moral education and people cultivation in colleges and universities in the new era.It mainly includes the third chapter,which focuses on the current realistic dilemmas of the implementation mechanism for moral education and people cultivation in colleges and universities,and proposes the goal and idea for construction.This chapter takes the implementation mechanism as the basic characteristics guided by achieving the purpose of decision-making,and tries to construct the theoretical model of the implementation mechanism for moral education and people cultivation in colleges and universities in the new era.The four dimensions of target implementation,capability implementation,pattern implementation and feedback implementation are taken to establish the four mechanisms for systematically implementing moral education and people cultivation in colleges and universities,that is,mechanism of ideology guidance,mechanism of capability construction,synergy mechanism and mechanism of effectiveness implementation.In line with the internal mechanism of mechanism operation,it further explains the structural relationship,functional incorporation and operation process of the four mechanisms for moral education and people cultivation in colleges and universities.In terms of structural relationship,on the one hand,the four mechanisms are unified in the implementation mechanism for moral education and people cultivation in colleges and universities,and they are an organic whole with consistent goals and functional incorporation.Each mechanism is an important link in the operation process of the implementation mechanism for moral education and people cultivation in evaluation mechanism is respectively represented.The theoretical research and practical application are dynamically integrated,and the practical value of the research on the implementation mechanism for moral education and people cultivation in colleges and universities is fully represented.The mechanism of ideology guidance makes the ideological value run through the whole process and every link of education and teaching by means of theoretical arming,clarifying in classroom,cultural infiltration and practice cultivation.The mechanism of capability construction improves the capability of implementing moral education and people cultivation in colleges and universities by strengthening the organizational leadership ability and constructing teachers’ style and ethics.The synergy mechanism,by promoting organizational synergy,content synergy,carrier synergy and method synergy,creates a synergistic education pattern for moral education and people cultivation in colleges and
