In the process of eliminating absolute poverty in China,non-profit organizations have made indelible contributions in raising materials and providing professional poverty alleviation services.“Annual Report on China's Philanthropy Development(2019)” shows that non-profit organizations in China invested as much as 37.902 billion yuan in poverty alleviation in this year.With the advancement of the rural revitalization strategy,it is particularly urgent to further solve the relative poverty problems such as spiritual poverty and lack of endogenous motivation.It is still required that non-profit organizations use their professional and flexible advantages,to make up for the government's shortcomings,in solving the individual diversification of poor groups.It is enumerated that more than 60,000non-profit organizations have participated in poverty alleviation practices in China,operating up to 100,000 projects.Although the number of NPO in China has been increasing,there exist uneven level in organization and certain deficiency in management,seriously affected the role of NPO in poverty alleviation.At present,Scholars have paid attention to issues related to non-profit organizations' participation in poverty alleviation.Most work has affirmed the value of non-profit organizations in poverty alleviation,and put forward some macro-level institutional mechanism construction suggestions from the perspective of social governance.However,they have not given specific information on how individual organizations realize their value in practice,yet.The participation of non-profit organizations in poverty alleviation is a dynamic process of putting the social resources raised into poverty-stricken groups or regions through the implementation of poverty alleviation projects to help them achieve poverty alleviation.Therefore,the process and value achievement of non-profit organizations participating in the realization of poverty alleviation can be seen as the process of making full use of poverty alleviation resources to create value.This paper aims to maximize the value of non-profit organizations in poverty alleviation,guided by management theories,explores the organization's decision-making mechanism in each stage of the flow of poverty alleviation resources from a micro level.In the stage of organizational fund-raising,low raising efficiency is the main reason for the shortage of funds of non-profit organizations.Under the project-based funding model,how to grasp market needs and develop projects that can meet the preferences of donors are considered to be an important way to increase the funding level of organizations.However,poverty alleviation projects guided by the preferences of donors may cause “voluntary failure”.The beneficiaries in some projects may be excluded from the donation because they do not meet the preferences of the donors,thus affecting the process of organizing poverty alleviation.Therefore,this article constructs an organization financing decisionmaking model based on the conflicting relationship between donor preferences and organizational efficiency in the organizational fund-raising stage of NPO.By studying the relevant influencing factors of donor behavior and the interactive relationship with nonprofit organizations,it is found that the organization can adjust the fund-raising strategy in time according to the preference level of the donor,so as to help increasing donation income and maximize the efficiency of poverty alleviation.Meanwhile,under the organizational non-special fund-raising strategy,adjusting the distribution ratio of donation income in different poverty alleviation projects is conducive to motivating donors' donation behavior.In the stage of organizational resource integration,based on its own survival and development,the organization has to invest a certain amount of funds to compete for the limited resources in the donation market.When vicious competition occurs between organizations,it will cause the waste and dispersion of poverty alleviation resources.For this reason,non-profit organization collaboration is considered to be an effective strategy to improve the efficiency of resource utilization for poverty alleviation.This paper comparatively studies the variables of the decentralized decision-making model in different competitive relationships and the centralized decision-making model in collaborative relationships among non-profit organizations.The results found that differences in organizational competitive position will bring about differences in the market competition degree and organizational benefits.The competition of non-profit organizations under the same competitive position will cause a downturn in the donation market,while the competition of organizations under different competitive positions will worsen the market environment and exacerbate the survival dilemma of weak organizations.Under a certain level of parameters,organizational coordination can increase the total amount of donations in the market and ease organizational competition,which is conducive to the standardized development of the non-profit organization industry.In the stage of poverty alleviation resources delivery,organizations need to deal with conflicts with multiple stakeholders to ensure the smooth implementation of poverty alleviation projects.As the core stakeholders of poverty alleviation projects,government and the poor have formed a game relationship with NPO.Therefore,by combing through the interactive relationship between non-profit organizations and the subjects in the resource delivery stage,this paper constructs a tripartite evolutionary game model that includes nonprofit organizations,the government and the poor,and provides decision-making ideas for the organization to form a stable multi-agent coordination mechanism.The study found that the initial coordination willingness of the three game parties directly affects the equilibrium state of the model.Under certain conditions,improving one's own coordination willingness is conducive to guiding other subjects' strategic choices.Poverty alleviation expenditure by NPO is an important hindrance in coordination and decision making.The government's regulatory mechanism and subsidy mechanism are conducive to incentivizing NPO and the poor to achieve coordination.Through mathematical modeling and case simulation analysis,this paper discusses the decision-making problem of non-profit organizations participating in the realization of poverty alleviation value at the micro level from the perspective of organization and management,filling in the gaps in this research area,and improving the theoretical system of non-profit organization management.It also provides practical guidance for the behavioral strategies of non-profit organizations and governments in the development of poverty alleviation in China.
