| With the development of network science and technology,the proportion of digital resource investment in library has increased,and the construction of library digital resource collections has attracted more and more attention.The vigorous development of digital reading technology has also changed the reading behavior of users.As a part of digital resource,compared with paper-based books,e-books are favored by users because of their advantages of light weight,convenient access,convenient borrowing and so on,which makes the demand of users increase.Under the background,the amount and input of e-book collection in the library is on the rise,but the current domestic library does not have a complete and systematic e-book collections development policy.At the same time,the development of e-book collection has the problems of low utilization rate of e-books,binding sale of e-book merchants and strict copyright,which hinders the sustainable development of e-book collection development in libraries.The increased demand for digital resource by users is driving the development of the e-book industry,and then promotes the development of library e-book service and e-book collection.However,in the library e-book service of our country,the e-book circulation formed by users,libraries,and e-book publishers has not reached the ideal state,and the level of e-book collection development on which it relies is not good enough.There are many reasons for this situation,both the imperfect public information policy and the imbalance of interest among the relevant stakeholders.From the perspective of symbiosis theory,various problems in the development of library e-book collection can be attributed to the fact that the interests of the e-book collections are not universalized and the users-oriented symbiosis concept has no been formed.The purpose of this paper is to study the construction of library e-book collection development policy bases on symbiotic needs,to meet the needs of users,to give consideration to the needs of libraries and e-book publishers,and to guide and standardize the development of library e-book collections.The main contents of this paper are as follows:This study firstly sorts out the current situation of policy theory research and practice of e-book collection development.Through literature survey and network survey to understand the current situation of e-book collection development,theoretically based on literature,works and other information retrieval,sorting and analyzing the current domestic and foreign research on library e-book collection policy.In practice,it investigates the situation of e-book database,e-book license agreement and e-book collection policy practice of the top 100 university libraries in China and the United States,summarize and compare the collected information.Secondly,an e-book collection construction policy alternative was constructed.Under the guidance of public policy analysis,two sets of e-book collection development policy filing plans,a set of restrictive e-book collection development policy options based on the existing policy content,and a set of e-book collection development policy under the symbiosis perspective Options.From the perspective of symbiosis theory,the connotation of symbiosis theory and the concept,condition and mode of information symbiosis are first explained.Then,it discusses the symbiosis system and components of the library e-book collection,the constitutive conditions of the symbiosis system,the formation and evolution of the symbiosis system,and discusses the application of the symbiosis theory in the construction of e-book collections and its policies.Demand theory is that the ebooks collection development parties demand driving the development of library collection,combined with stakeholder theory at the same time,has been clear about the ebook collection development of the stakeholders,interests chain analysis of digital collection development and forming causes,discusses the interests of stakeholders demand directly,the ebook collection management and collection development policy of interest relationship,so as to find out the common interests of the user,the library and electronic book focuses on analyzing demand terms.To formulate a policy framework for the development of electronic book collections through the theory of digital resource development and the existing policy provisions of the survey.Finally,the public policy analysis process is used to design the policy scheme.First of all,the paper clarifies the idea of policy construction,establishes the policy objectives,and designs two policy alternatives for the collection construction of e-books in libraries.Finally,the two schemes are compared and analyzed.Then surveyed the acceptance of the e-book collection development policy options.Based on the setting of the two sets of policy clauses above,the users,librarians and e-book publishers respectively conducted questionnaire surveys and interviews on the acceptance of e-book collection development policies,and finally analyzed the results of the tripartite questionnaires and interviews to meet the needs of users.The core is to take into account the interests of libraries and e-book publishers to establish policy terms.According to the results of empirical research,we choose the library e-book collection development policy from the perspective of symbiosis.From the research results,88.61% of users,95.00% of librarians and 96.05% of e-book publishers believe that it is necessary to construct e-book collection development policy.93.47% of users,95.32% of librarians,and 97.04% of e-book publishers believe that the development of policies needs to be based on user needs,taking into account the needs of libraries and e-book publishers.In addition,users,libraries,and e-book publishers agree that the policy framework needs to include 14 articles:"Policy Summary," "Procurement Standards," "User Qualifications," "Copyright Restrictions," "E-Bookholders’ Obligations," and "Library Obligations","User Obligations","Tripartite Common Obligations","E-book Access","E-book Preservation","E-book Integration","Evaluation and Elimination","Cooperative Collections" and "Policy Revision".Among the seven clauses of the "Purchasing Standards","Copyright Restrictions","User Obligations","Tripartite Common Obligations","E-book Integration","Evaluation and Elimination" and "Policy Revision" are options in the symbiotic perspective policy.The corresponding terms are the same.The remaining seven policy provisions of "Policy Summary","User Qualification Regulations","E-Bookholders’ Obligations","Library Obligations","E-Book Access","E-book Preservation" and "Cooperative Collections" are based on questionnaires and the interview survey content was optimized and adjusted based on the symbiotic perspective policy options.In addition,90.95% of users,91.49% of librarians,and 97.04% of e-book publishers believe that the policy needs to be revealed.The scores for each policy clause reveal that the terms with higher disclosure scores basically involve users.How to use the relevant information is also consistent with the interviewer’s situation.Finally,based on the relevant research data and interview content,the author puts forward suggestions for improving the symbiotic relationship between users,librarians and e-book publishers,and promoting the common interests of the three parties,so as to promote the sustainable development of library e-book collection development oriented by users’needs and taking into account the interests of e-booksellers and libraries.At the macro level,it includes:(1)strengthening the organization of information culture,promoting the concept of information life symbiosis,(2)improving the public information policy environment,promoting the balance and optimization of the symbiotic system,(3)Establish stakeholder coordination organizations to promote the construction of e-book collection development policy.On the micro level,it discusses the perspectives of users and libraries,the perspective of libraries and e-book publishers,and the perspectives of users,libraries and e-book publishers.Using the method of public policy analysis,the analysis of policies mainly has three functions:orientation,regulation and distribution.The policy implementation process needs to include three stages:preparation,implementation and summary of policy implementation.It also predicts the influencing factors of policy implementation from four aspects:the characteristics of policy issues,factors of policy itself,factors outside policy and policy environment. |
