China's state-owned enterprises have long played an important role in promoting economic growth,fostering emerging industries,and serving and improving people's livelihood.In the face of economic and trade frictions between China and the United States,state-owned enterprises are facing greater impact,and their flexible ability to resist impact and get rid of western repression to achieve innovative development is particularly important.In the context of reform and in the economic environment of transformation,state-owned enterprises are shouldering heavy responsibilities and need to constantly innovate to form competitive advantages and become the leaders and practitioners of national innovation strategies.The existing researches are mainly based on western business management theories and situations,but the strategic choice and flexible ability of Chinese state-owned enterprises have significant specificity.State-owned enterprises,the China's national conditions,the article discusses on different kinds of innovation strategy of state-owned enterprises by theory analysis and practice research,how to use the theory of integrated innovation strategy,flexible,performance feedback theory research results,analyze our country state-owned enterprise innovation strategy type on the implementation of law and the characteristics of flexible ability of state-owned enterprises.In the framework of Miles & Snow strategy type,the flexible ability factor of state-owned enterprises is introduced into the functional relationship between strategy and performance.Based on the perspective of strategic matching and adaptability,the differences of strategic decision-making flexibility among the four types of strategies are analyzed,and its influence on technological innovation performance of state-owned enterprises is discussed.For state-owned enterprises and non-state-owned enterprises,the influence of enterprise innovation strategy on innovation economic performance and the role of financial flexibility are tested respectively.Analyze the characteristics and influencing factors of negotiation flexibility.Empirical studies have found that different strategic types of state-owned enterprise technology innovation performance and strategic decision of flexible openness has significant differences,state-owned enterprise strategic decision of flexible open and recursive two different dimension influence on technology innovation performance,discovered the strategy of flexible open in strategic types and mediating role between technological innovation performance;The financial flexibility of state-owned enterprises has a negative regulating effect on the influence of enterprise innovation strategy on innovation economic performance,and the financial flexibility of non-state-owned enterprises plays a partial mediating role between strategy types and economic performance.In terms of external strategic flexibility,China's state-owned enterprises maintain a high standard of negotiation ethics in negotiation strategy,but the negotiation flexibility is low.This study expands the research on the flexible ability of enterprises,and lays a micro-knowledge foundation for the follow-up research on the organizational characteristics of State-Owned enterprises and their influence on their performance based on the strategic level.The case study is conducted for four typical State-Owned enterprises implementing Prospector,Analyzer,Defender and Reactor strategies,and then the empirical research results are tested.Collect literature,archives and records in multiple ways,investigate and visit the case to obtain the specific situation of strategy implementation,flexible ability and performance of the enterprise.The semi-structured interview is used to conduct in-depth interviews with senior managers to obtain first-hand information,understand the attitude and practice of managers and the strategic decision-making process in the implementation of innovation strategy,analyze the reasons behind the representation and understand the logical relationship among them.Through case study,the characteristics and rules of different strategic types of state-owned enterprises are found.Through cross-case comparative study,the performance of four typical enterprises in terms of strategy type,flexibility capability characteristics and performance results was compared and summarized horizontally,and the theoretical analysis and empirical research results were verified by case study results.Based on the results of empirical and case studies,this paper puts forward Suggestions on management strategies for state-owned enterprises to enhance the effectiveness of strategy implementation from multiple perspectives,so as to provide theoretical and empirical evidence for SOE managers,practitioners and supervisors to better understand the implementation strategy and build the flexible ability of SOEs,and facilitate the innovative development of SOEs in China.State-owned enterprises should strengthen the implementation of Prospector strategy and Analyzer strategy,and pay attention to the matching of engineering field and administrative field with the field of entrepreneurship.For state-owned enterprises to build the flexible ability provides the implementation suggestion,state-owned enterprises in the process of strategy implementation should improve the level of strategy of flexible open actively,encourage enterprise managers from the outside actively introduce new ideas,new ideas and values to new ideas,new ideas,avoid excessive dependent on previous decisions and enterprise system,encourage internal decision-making across functions and powers,to absorb new ideas with each other in their collaboration across functions and powers,to avoid the strategic decision of rigid;State-owned enterprises should examine the rationality of their own financial flexibility reserve and scientifically and effectively control the financial flexibility,so as to promote their support for the target strategy.It provides reference basis for the reform,transformation,innovation and development of enterprises in China,and then improves the operation efficiency of national economy and state-owned enterprises in China,to serve China's economic and social development.
