In this paper,we emphasize our study on how the operation philosophy of Chinese local manufacturers transformed.In the light of the overall development blueprint put forward by the Fifth Plenary Session of the 19 th Central Committee for the current layout and the prospective economic and social development according to "14th Five-Year Plan",it has gradually transformed from the original aspiration for access to overseas market to current reconsideration on whether to venture into overseas market under the actual background that the pandemic is now under regular prevention and control in our society.The reason is rooted in the new changes in the environment of overseas market,and the differences in national policies,interactions between different cultures,further upgrading of double circulations and restructuring of global value chains due to the COVID-19 pandemic all have important influences on the internal mechanism of local manufacturers' access to overseas market.Compared to traditional market access,the access to oversea market appears to be involved in multiple levels,complexity,uncertainty and other factors.In view of the different cultures and institutional differences of overseas markets in different countries,the local manufacturers in China have to confront with the fuzzy evolution of access to overseas market.Any negligence will affect their viability and profitability.As the main driving force behind sustainable development of enterprises,a strong aspiration for innovation is of great significance to the development of enterprises,and dynamic capability can be regarded as the capability to promote the innovation of business models.What is worthy of our special attention is,under the new development pattern of local manufacturing industry,the strategic complexity of international complicated background on the innovative development of local manufacturing industry and the choice of overseas market access.Practically speaking,under the influence of the COVID-19 pandemic and the complicated ever changing international environment,the global manufacturing industry is now facing emerging challenges.How to recognize situation,pursue breakthrough and design overall plan in the local manufacturing industry under such circumstance is a realistic problem we should pay attention to.In summary,we are preoccupied with our study on the international development of local manufacturing industry.Essentially,we should analyze how institutional and cultural distance affects the internationalization of local manufacturing industry in the process of innovation and development to promote the development of Chinese local manufacturing industry.Therefore,based on the above-mentioned major theoretical issue,we adopt the combination of case study and empirical study paradigm to further explore and analyze the relationship between institutional distance and identity in the choice of overseas market access for local manufacturers.After establishing the theoretical analysis framework,we embark our study based on the cross-case study of Hikvision and Dahua.Through analysis on the two dimensions of identity,institutional distance and innovation mode,we summarize and analyze how to choose the route for enterprise internationalization,especially based on the previous institutional barriers and the current R&D mode of enterprise,so as to confirm which has a more direct impact on the choice of enterprise internationalization mode,and make an in-depth case analysis.Through rooted case analysis,it is found that the trade barrier formed by identity and institutional distance is no longer the core factor that affects the internationalization promotion mode of local manufacturers.The R&D mode of enterprises themselves and the way they participate in global value chain innovation have become an important motivation that cannot be ignored.Under different identity and institutional distance,local innovative manufacturers will make the decision on route for internationalization through their own innovation mode,and then establish the mode for access to overseas market.In order to find out whether the case study pattern is effective,we conducted a large sample survey on local manufacturers in Zhejiang Province by means of experimental questionnaire,and further verified the influence of identity and institutional distance on the local manufacturers' access to overseas market under different R&D modes through econometric analysis.According to the result of our study,the innovation and internationalization of local manufacturers for further development and prosperity is the strategy for coordinated development driven by two wheels under the background of double circulation.For specific overseas target market,the lower the identity,the more manufacturers tend to adopt the low control access to overseas market.The farther away the country is,the more manufacturers tend to adopt the high control access to overseas market.For the specific overseas target market,the higher the extent of exploratory & exploitative innovation of manufacturers in R&D mode,the weaker the evasive decision-making,that is,the negative correlation between identity and the control degree of overseas market access mode;The higher the degree of exploitative innovation,the weaker the solution-oriented decision-making,that is,the positive correlation between the country distance and the control extent of overseas market access mode.The innovation model of enterprises has played a significant role in the process of enterprise internationalization.The conclusion of theoretical and empirical study confirms that Chinese local manufacturers have gradually entered the mode of international development dominated by innovation mode from the stage of international development dominated by cognition and country distance.In the light of the new global trade pattern and the brand-new pattern of international development beneath the shadow of the COVID-19 pandemic,the position of China's local manufacturing industry in the global value chain and innovation chain has gradually developed from embedded role to leading role,which will inevitably lead to trade friction and new barriers to internationalization.In view of the new background with the characteristics of the times,we analyze and find the answer to the impact of trade friction on the cost,trade,resources,industry and strategy of manufacturers based on five types of trade friction impact,i.e.market fluctuation,trade restriction,resource control,industry constraint and total ban,during international development of local manufacturers under trade friction,to establish a well-defined boundary for analysis on influence mechanism and manufacturer's solutions.It also corresponds to the governance mechanism of internal organs of enterprise,supply chain,industrial chain and system coordination to further clarify the governance mechanism for overseas market access strategy of local manufacturing industry and provide a collection of strategies for reference for the international development of enterprises.In conclusion,we put forward our theoretical construction,mechanism analysis and strategy design for local manufacturers to choose overseas market entry strategies during global value chain innovation under the background of double circulation.In the study,we make endeavors to make up for the lack of cross-level analysis and study system for micro-individual,enterprise main body and national institutional distance for overseas market access factors in the domain of traditional international economics,expand the study conclusion of the interaction effect between external institutional factors and internal innovation capability of enterprises on international development strategy,and enrich the decision-making mechanism and solution strategy for overseas market access of local manufacturers under the new international situation to provide theoretical support and empirical foundation for innovation and internationalization of local manufacturers.Attributed to the adverse impact of COVID-19 pandemic,there is insufficient information and data acquired from intensive interviews of executives and the study on questionnaires.It will be the orientation of our future study on how the innovation capability affects and changes the institutional distance and identity,and then iteratively optimizes the international development strategy.
