The Northeast Asia marine security strategy is a key component of the Biden administration’s Indo-Pacific Strategy and an important fulcrum of the United States’ global ocean security strategy.The global ocean security strategy has always been the core pillar of the United States’ hegemonic strategy.Building the world’s largest navy,controlling the world’s most important maritime transportation fortress,ensuring the Freedom of Navigation of the United States,and protecting the interests of the United States’ maritime commerce and trade are the core contents of the United States’ maritime strategy.As long as sea power remains the "bright path to rule and power" and the primary material factor to ensure "national power and prosperity",it can be foreseen that the United States will still maintain sea hegemony as the most critical strategic measure for global hegemonic governance.The uniqueness of Northeast Asia’s geography and geographical location determines the uniqueness of the United States’ Northeast Asia Strategy and the complexity of its The Northeast Asia Marine Strategy.As the core region of the U.S.Western Pacific Strategy,Northeast Asia has always been the most eye-catching key region of the U.S.maritime strategy and Eurasia.It is located at the edge of Eurasia continent,gathering maritime countries,peninsular countries and riverside countries.It is a typical region with only "complex and changing sea based strategic environment",and a region where "modern conflict elements and post-modern cooperation elements are mixed in inter state relations".Therefore,the ocean strategy of Northeast Asia in the United States is based on an evaluation of this "mixed situation".The Biden administration’s Northeast Asia maritime security strategy includes both the traditional American concept of strategic conflicts between land and sea countries and the concept of alliance and joint response with Indo-Pacific maritime countries;It not only continues the tradition of curbing the maritime expansion of mainland countries,but also seeks to build a regional network of maritime countries and democratic countries with extensive links.Its core is still to ensure its long-term presence in Northeast Asia,ensure its maritime power situation in the region,ensure the effectiveness of its front layout,and ensure its freedom of navigation and strategic and tactical flexibility.In view of this,the paper starts with the theoretical foundation and conceptual support of maritime strategy,comprehensively analyzes the strategic framework,strategic motives,and strategic impact of the Biden’s Northeast Asia maritime security strategy,and systematically analyzes its strategic goals and means,motives and intentions,dynamics and resistance.Based on this,the paper explores its impact on China’s maritime strategy,strategic implications,and explores China’s future response strategies.Specifically:The introduction section mainly clarifies the theoretical and practical significance of studying the Biden administration’s Northeast Asia maritime security strategy.A systematic review,analysis,and commentary were conducted on the guiding theories,strategic thinking,and strategic thinking that the U.S.and Biden governments relied on to follow.A brief introduction was given to the research focus and methods of the article.Chapter 1 is theoretical basis,it mainly from the perspective of international relations theory,comprehensively and systematically analyzes and summarizes the theoretical basis,theoretical practice,and theoretical support of Biden’s Northeast Asia maritime security strategy.Mainly centered on sea power theory and combined with theories such as land power theory and marginal zone theory,this paper provides a historical perspective on the United States’ sea power strategy.Based on practical strategic theories and ideas,a macro examination and strategic analysis were conducted on the global ocean strategy of the United States and the Biden’s Northeast Asia maritime security strategy.Chapter 2 is strategic architecture,it mainly analyzes and demonstrates the composition of regional actors,the construction of regional attributes,and the core support points and framework of the Biden administration’s Northeast Asia maritime security strategy from three dimensions: basic architecture,strategic goals and means,and strategic practice;It analyzes its main objectives and core means,and clarifies its specific strategic path dependence problem;based on this,this paper analyzes its four strategic orientations of strategic transformation,transformation,linkage,and interconnection,and provides an overall perspective on its specific strategic practices.Chapter 3 is strategic motivation,it mainly starts from the internal and external factors that affect the Biden administration’s Northeast Asia maritime security strategy,and analyzes its internal and external motivation issues.The dual level motivation is the internal and external driving force behind the Biden administration’s implementation of the Northeast Asia maritime security strategy.The most important "internal booster" is to strengthen the strategic space support capability,clearly enhance the strategic position,the balance and guarantee of the national strategy of the United States.Displaying comparative strategic advantages,strengthening strategic control in Northeast Asia and consolidate the Military alliance system are its core "external engines".Chapter 4 is strategic dilemma,it is mainly studying the dual constraints and strategic dilemmas of the Biden administration’s Northeast Asia maritime security strategy.From the two dimensions of internal and external environmental constraints,a systematic analysis was conducted on their internal limiting factors and external constraining factors.Domestic politics,delivery and tactical capabilities,and global and regional layout adjustments by different governments are the main internal constraints;the sea power competition among major powers,the existence of maritime territorial disputes in Northeast Asia,and the maritime policies of Japan and South Korea allies are the most prominent external constraints.Chapter 5 is strategic impact and trends,it mainly studies the multiple impacts and future trends of the Biden administration’s Northeast Asia maritime security strategy.From the perspective of impact,Biden’s strategy has to some extent strengthened the optimization of the multi-level maritime strategic system of the United States,the strengthening of its maritime strategic location advantages,and the construction of a supportive development path,thereby continuing and consolidating the foundation of U.S.hegemony in maritime power.From the perspective of development trends,the further strengthening of the maritime strategic deterrence system,the strengthening of maritime strategic location advantages,and the reconstruction of the global maritime strategic game situation are still the evolutionary direction of the Biden administration’s Northeast Asia maritime security strategy.Chapter 6 is China’s strategic response,which mainly studies the impact of the Biden administration’s Northeast Asia Marine Strategy on China’s marine development strategy,the threat to China’s marine security,and the enlightenment to China’s development of command of the sea.Based on this,a series of issues were studied,including the design of China’s sea power strategy and the optimization of Northeast Asia’s sea power strategy.The game of the Northeast Asian maritime security strategy in the context of great power competition is a key issue related to the power foundation and composite driving force of the Sino-U.S.maritime strategic game.Optimizing China’s marine security strategy and the Northeast Asia’s marine security strategy is not only the primary issue related to whether China can achieve strategic autonomy and strengthen strategic confidence in the top-level design of China’s marine strategy,but also the key issue related to whether China can fully demonstrate its "China’s wisdom" and provide a reasonable "China’s solution" when solving complex international ocean governance issues.
