Frequent geopolitical conflicts,Covid-19 pandemic and extreme climate change are exogenous variables that severely impact the industrial and supply chains of mining cities,to seek the endogenous high-quality development of mining cities is the most important task in the transformation of resource-based cities.The high-quality development of mining cities is the basic requirement of the construction of ecological civilization in China,the important path to ensure the effective allocation of resources and the sustainable development of national economy,and the construction of the new development pattern of “One city,one region”,it is related to the development needs of green and low-carbon transformation of mining cities.The 19 th National Congress of the Communist Party of China reported all regions should adopt environmental regulations to improve the backward production capacity of mining cities and achieve cleaner production,and implement the concept of innovative,coordinated,green,open,and shared development.At present,the Chinese economy continues to develop and ranks among the highest in the world.Its GDP is rising,its Comprehensive National Power is growing and its people’s living standards are improving significantly.The cost of these economic achievements is the over-exploitation and consumption of natural resources,the imbalance of economic development structure and the destruction of ecological environment.Environmental Regulation not only achieves the goal of energy saving and emission reduction,but also weakens the already fragile urban development ability,and further causes the lack of urban economic growth,on the other hand,it restricts the effect of environmental regulation policy,and causes the environment to deteriorate and form a vicious circle.In the “Looking back” period of “National Sustainable Development Plan for resource-based cities(2013-2020)”,the mechanism,effect,and promotion mode of environmental regulation on high-quality development of mining cities in China are discussed,it is particularly important to test the green,innovation,coordination,opening and sharing development of mining cities,and cultivate and shape new growth points of mining cities.Based on Xi Jinping’s "innovative,coordinated,green,open,and shared" framework of theory of high-quality economic development,this thesis uses the heterogeneity model to estimate the high-quality development level of China’s mining cities.Secondly,it aims to identify the impact and mechanism test of different types of environmental regulations affecting the high-quality development of Chinese mining cities.Finally,it quantitatively analyzes the policy recommendations that environmental regulation affects the highquality development of Chinese mining cities.This thesis comprehensively uses the panel data of major mining cities in China from 2006 to 2019,and uses spatial statistical methods,spatial panel Durbin model,spatial double difference method,spatial mediation effect model,fuzzy comprehensive qualitative comparative analysis model and other methods to conduct empirical tests.The main conclusions are as follows.(1)There are 49.22% and 71.84% saving space in the input factors of high-quality development of mining cities in China,respectively.The input-output allocation efficiency of regenerative,declining,and mature mining cities is still on the low side.The high-quality development of mining cities in China shows the phenomenon of spatial agglomeration,and there is significant spatial σ convergence,that is,the difference of high-quality development between mining cities is gradually narrowing,however,the convergence rate of different mining cities is quite different.(2)There is significant spatial effect in the influence of environmental regulation on the high-quality development of mining cities,moreover,it has a significant “Spillover effect” in the spatial dimension.When the type of environmental regulation is administrative order,the development quality of “Growing” and “Declining” mining cities has “Growth inertia” in time dimension,it has “Growth inertia” in time dimension to the development quality of “Mature” and “Declining” cities.The results of the main control variables show that the improvement of population quality and population productivity is the main driving force for the development of mining cities,the utilization of foreign capital not only provides employment opportunities and promotes local economic growth,but also overdraws the city’s development potential and becomes the obstacle to the continuous improvement of mining city’s development quality.(3)Although the regression coefficient of administrative orders and public participatory environmental regulation is positive,its significance is obviously inferior to the role of market incentive environmental regulation,indicating that for mining cities,after considering the rationalization of industrial structure,the promotion effect of market incentive environmental regulation will be more prominent.Specifically,marketincentivized environmental regulation can promote the high-quality development of mature and regenerative mining cities through the rationalization of industrial structure.For the industrial advancement of mining cities,mature,declining,and growing mining cities have the intermediary effect of advanced industrial structure,and the degree of government environmental policy intervention and government-guided industrial planning cannot be ignored in rationalizing the industrial structure of resource-based cities.Environmental regulation is beneficial to the rationalization and upgrading of the structure of mining-based industries,that is,environmental regulations can be made into a backward mechanism to promote the industrial transformation and high-quality development of cities,which may hinder the industrial transformation and high-quality development of resource-dependent mining cities for resource endowment factors.(4)Environmental regulation is an indispensable factor in the high-quality development and promotion model of mining cities in China.By analyzing the heterogeneity of resource endowment and development cycle of mining cities,it is found that the growth,maturity,decline and regeneration mining cities have different upgrading models,and its path selection and mining city resources reserves,industrial structure and economic level are closely related.In view of these conclusion,combined with the characteristics of mining city highquality development input-output configuration facts,this thesis puts forward some countermeasures to promote the high-quality development of mining cities from the perspective of environmental regulation: strengthen the trans-regional sustainable cooperation among mature,regenerative,declining and growing mining cities;Based on the common scientific problems of sustainable development,we should build a mining city policy union,and coordinate the input-output allocation of high-quality development of mature,regenerative,declining and growing mining cities.Optimizing the mutual aid mechanism of different mining cities,exploring the establishment of a perfect mature to the growth of mining cities,renewable to the decline of mining city support mechanism,promote the rational flow of talents,technology,and capital to growing and declining mining cities.The innovation and academic contributions of this thesis include: first,based on the theoretical framework of high-quality economic development,using the heterogeneity Meta-Frontier model to estimate the high-quality development level of China’s mining cities;Analyze the high-quality development path of four types of mining cities: mature,declining,regenerative and growing The second is to identify the impact of different types of environmental regulations on the high-quality development of China’s mining cities and mechanism testing,this thesis identifies the impact mechanism and spatial spillover effect of three types of environmental regulations on the high-quality development of China’s mining cities by using different proxy variables and spatial econometric methods Third,Quantitative analysis environmental regulations affect the high-quality development of China’s mining cities,based on the fuzzy comprehensive qualitative comparative analysis model(FSQCA),this thesis constructs the promotion model of high-quality development of China’s mining cities under the influence of environmental regulation from the perspective of multi-factors combination.
