Our country’s economy is in a transitional stage from stable growth to high-quality development.The report of the 20 th National Congress of the Communist Party of China proposes that innovative development is an inevitable choice for high-quality development,and green development is a key link in high-quality development.Currently,heavily polluting enterprises such as electricity,transportation,construction,and industry,which consume a significant amount of energy,are at the forefront of pollution emissions.The 14 th Five Year Plan for Industrial Green Development in China clearly proposes the strategic task of "focusing on building a sound green and low-carbon technology system and green manufacturing support system".Due to the large investment and long return period of green technology innovation,enterprises have low enthusiasm for spontaneous innovation.How to stimulate the innovation enthusiasm of heavily polluting enterprises is an urgent problem to be solved.As the pursuer of maximizing social welfare,the government undoubtedly becomes the most favorable promoter of green technology innovation.How to leverage the policy dividends of various environmental policy tools depends on the response strategies of enterprises as the main body of environmental pollution and innovation.The process of green technology innovation in heavily polluting enterprises usually involves multiple stages,each with its specific activities,challenges,and goals.The response of innovation entities to environmental policy tools varies at different stages.This dissertation intends to conduct a study on the impact of environmental policy tools on the green technology innovation process of heavily polluting enterprises,enriching the theory of policy tools and corporate strategic management,and providing scientific guidance for the design of environmental policy tools and the implementation of green technology innovation strategies of enterprises.This dissertation focuses on the management problems faced by heavily polluting enterprises in the preparation,implementation,formation,and diffusion stages of green technology innovation.Based on theories such as high-order theory,planned behavior theory,resource-based theory,and stakeholder theory,combined with internal and external driving factors of enterprise green technology innovation,this dissertation examines the impact of environmental policy tools on the willingness and behavior of enterprise green technology innovation under different cycles The impact of efficiency and diffusion,and the application of environmental policy tools to enhance the green technology innovation level of key polluting enterprises are proposed as countermeasures and suggestions.This dissertation mainly focuses on the innovative work and contributions in the following five aspects.Firstly,a theoretical and empirical analysis framework was constructed to examine the impact of environmental policy tools on the process of green technology innovation in enterprises.Previous studies have focused more on the results or aspects of green technology innovation.This dissertation focuses on the process of green technology innovation,opens up the black box of the green technology innovation process,and refines the green technology innovation process into processes such as generating intention,implementing behavior,applying results,and spreading results.It examines the impact of environmental policy tools at different stages of enterprise development on the willingness,behavior,efficiency,and diffusion of green technology creativity.Based on this,Propose ideas for applying environmental policy tools to enhance the level of green technology innovation in enterprises.This dissertation breaks through the one-sided focus of previous research on green technology innovation results or a certain aspect.The theoretical and empirical analysis framework of the impact of environmental policy tools on the process of green technology innovation constructed in this dissertation has certain universality and can be used to quantitatively analyze the impact of various macro policies on the process of enterprise green technology innovation.Secondly,a mechanism model was constructed to examine the impact of environmental policy tools on the willingness of enterprises to innovate in green technology,verifying the mediating role of executive environmental support between environmental policy tools and willingness to innovate in green technology,as well as the moderating effect of internal and external driving factors on environmental policy tools.Previous studies on the willingness of enterprises to innovate in green technology have mostly focused on qualitative research or using the willingness to innovate in green technology as an intermediary variable,with little attention paid to the impact mechanism of environmental policy tools on the willingness of enterprises to innovate in green technology.Therefore,this dissertation focuses on the internal and external driving factors of green technology innovation willingness,analyzes the impact mechanism of environmental policy tools on enterprise green technology innovation willingness under different life cycles,verifies the direct impact of environmental policy tools on enterprise green technology innovation willingness,reveals the mediating role of executive environmental support between environmental policy tools and green technology innovation willingness,and tests the ability of green resource integration The moderating effect of market pressure and media attention on the relationship between environmental policy tools and willingness to innovate green technologies.This study has opened up the black box of the impact of environmental policy tools on the behavior of green technology innovation in the pre preparation stage,supplemented empirical research on stakeholder theory,and enriched the theoretical research on the impact of environmental policy tools on the willingness to innovate in green technology.Thirdly,a mechanism model of the impact of environmental policy tools on green technology innovation behavior was constructed,and the impact of environmental policy tools on different types of green technology innovation behavior was verified.The impact of different types of environmental policy tools on green technology innovation behavior and the moderating effect of green organization innovation on environmental policy tools were tested.Previous research on green technology innovation behavior often replaced green technology bed innovation behavior with green technology results;In addition,previous studies on the impact of incentive environmental policy tools on corporate green technology innovation behavior have mostly treated incentive environmental policy tools as a whole,with little attention paid to the impact of the structure of incentive environmental policy tools on green technology innovation behavior.This dissertation divides green technology innovation behavior into green process innovation,green product innovation,and end of pipe governance innovation.It analyzes the impact mechanism of environmental policy tools on three types of green technology innovation behavior under different cycles,verifies the different effects of environmental policy tools on green process innovation,green product innovation,and end of pipe governance innovation,tests the regulatory role of green organization innovation on environmental policy tools,and compares and analyzes the impact of central and local subsidies,emission reduction and green innovation environmental subsidies on green technology innovation behavior.This study enriches the research on the impact of environmental policy tools on green technology innovation behavior,supplements the research on the impact of fiscal decentralization and subsidy purposes on the role of environmental policy tools,and has important guiding significance for targeted measures to promote green process innovation,green product innovation,and end of pipe governance innovation.Fourthly,a mechanism model for the impact of environmental policy tools on the efficiency of green technology innovation was constructed,verifying the nonlinear impact of environmental policy tools on the efficiency of green technology innovation,as well as the moderating effect of green transformation level on the efficiency of green technology innovation.In the past,research on the efficiency of green technology innovation has mainly regarded green technology innovation as an input-output process.This dissertation combines the process of green technology research and development and transformation,divides green technology into two stages: green research and development and green transformation,and constructs an input-output indicator system for the two stages to measure the efficiency of green technology research and development and the efficiency of green achievement transformation.On this basis,the impact mechanism of environmental policy tools on the efficiency of green technology research and development and the efficiency of green achievement transformation,as well as the impact mechanism of green transformation level on the effectiveness of environmental policy tools,were analyzed.The non-linear impact of environmental policy tools on two-stage efficiency was verified,and the moderate range of two types of environmental policy tools was identified.The impact of enterprise green transformation level on the efficiency of green technology innovation was tested.The efficiency of green technology innovation calculated in this study better reflects the input-output process of green technology innovation,and has more practical guidance significance for enterprises to improve the efficiency of two-stage green technology innovation in a targeted manner;In addition,this study reveals the relationship between the level of green transformation and the trade-off between environmental policy tools,supplementing the theoretical research on the impact of enterprise green development level on the effectiveness of environmental policy tools.Fifthly,a green technology innovation diffusion evolution game model with government,enterprises,and the public as the main body,as well as a collaborative development model of traditional technology and green technology,were constructed.The strategic dependence relationship among the three parties in the green technology innovation system and the trade-off between traditional technology and green technology were simulated,and the impact of environmental policy tools on the diffusion of green technology innovation under different cycles was verified,Identified the types of green technology innovation diffusion under different cycles.Previous studies have mostly included the public as supervisors in the green technology innovation system.This dissertation combines reality and diversifies the public’s identity.The public is not only a direct user of the environment,but also a consumer of green products and a monitor of environmental pollution.Under this assumption,research is more conducive to fully identifying the regulatory role of the public on the effectiveness of environmental policy tools.In addition,when analyzing the collaborative development process of traditional and green technologies in the market,this dissertation innovatively cites the Lotka Volterra model of population co evolution,which compensates for previous studies that only focused on diffusion results and did not pay attention to diffusion processes.
