Study On Moral Governance In The Age Of Artificial Intelligence

In the era of intelligence,the extensive application of intelligent technologies such as the Internet,big data,the Internet of Things and cloud computing,which are marked by artificial intelligence,has fundamentally shaken the modern governance system.It emphasizes understanding and transforming the world based on massive data,explaining and predicting the world with relevance thinking,and transforming and constructing relationships with intellectual attributes.The profound changes in the field of social production and life will inevitably lead to new moral problems.It is necessary to carry out moral governance in order to solve these problems effectively and promote the harmonious development of society on this basis.Therefore,the study of moral governance in the intelligent era can not only effectively solve moral problems and coordinate the interests of human society,but also help to highlight the self-discipline value of morality,promote the construction of moral code system to meet the requirements of the intelligent era,and promote the modernization of national governance system and governance capacity.It is of great theoretical significance and practical value to realize the free and all-round development of human beings and the goal of social good governance.Moral governance in the intelligent era refers to the government as the leading,enterprises,social organizations,the public and other multiple subjects to participate in the whole process of moral construction,intelligent technology to participate in moral construction,to deal with moral challenges,with multiple subjects to cooperate to solve the moral problems generated in the interaction process of human and artificial intelligence,on this basis to establish a human-computer harmonious symbiosis.Publicize moral values,maintain social order,realize the free and comprehensive development of human beings,and achieve the goal of good governance when intelligent.Based on the concept of moral governance in the intelligent age,the theoretical analysis frame of this paper is constructed.According to the logic line of "why-what-how",five questions are mainly studied.First,the reasons for moral governance in the age of intelligence.Through case analysis,the paper discusses the dilemma faced by the traditional moral management form in the intelligent age,and needs to form a new moral construction form to cope with the new moral hazard challenge.At the same time,in the age of intelligence,the wide application of intelligent technology has prompted profound changes in the mode of production,way of life and value concept,formed new moral problems and put forward new requirements for moral construction.The contradiction between the two prompts the "governance" of moral construction in the intelligent age to turn.Second,what is moral governance in the age of intelligence? Through the theory of moral governance in the age of intelligence,several basic problems of this study are clarified.This paper analyzes the relevant connotation,characteristics,contents and relations of moral governance in the intelligent era,and constructs the theoretical analysis framework of this study.Third,the historical evolution of moral governance in the intelligent era,exploring the value law of the evolution and development of the relationship between science and technology and moral construction.Based on the different historical periods of industrial age,network age and intelligent age,this paper analyzes the formation,practice and effect of the corresponding form of moral construction in the interactive process of science and technology and moral construction.Fourth,the present situation of moral governance in the intelligent era is analyzed,and the opportunities and challenges faced by moral governance in the intelligent era are discussed.From the positive effects of the main body,function and content of moral governance,this paper analyzes the opportunities of moral governance in the context of intelligent times.At the same time,some moral hazard generated by the age of intelligence cannot be effectively solved in a short period of time,which brings great challenges to moral governance,including the alienation of intelligent technology,data monopoly,responsibility dilemma and the weakness of institutional security system.Fifth,the optimization strategy of moral governance in the intelligent era.Based on the realistic challenges facing moral governance in the intelligent era,we must take corresponding strategies to constantly optimize the relevant elements of moral governance and their connections,so as to cope with the threats brought by these challenges to moral governance.Therefore,from strengthening people’s subjectivity,breaking through the barriers of data monopoly,strengthening responsibility training,improving the system guarantee system and other aspects,focus on solving the challenges and threats.
