The inner-party political culture is the sum of the concept culture,system culture and psychological culture which has a great impact on the whole Party organization and individual political behavior of Party members.It is an old and new subject,which comes into being with the emergence of the party,and develops continuously with the rise and fall of the party.However,as an academic topic,its history is very few.Today,when party politics has become the main form of organizing and exercising state power,whether the behavior of Party members is reasonable,whether the party’s line,policy and policy can be implemented,and whether the whole Party’s rise and fall,honor and disgrace,and the development of the nation are closely related to the inner-party political culture.The inner-party political culture of the Communist Party of China is the sum of the concept culture,system culture and psychological culture which have a great influence on the whole Party organization and the individual political behavior of the party members.The political culture within the party not only reflects the overall style of the party organization,but also embodies in every individual,that is,the Party member,which is the dialectical unity of the integrity and individuality.The construction of the inner-party political culture of the Communist Party of China is a practical activity that the party organization makes the concept culture and system culture develop continuously through the continuous theoretical abstraction of inner-party political practice and the integration and reference of excellent political cultural resources,and takes various measures to make the majority of Party members internalize it into a stable psychological culture and externalize it.The construction of the inner-party political culture is a systematic project,which includes three aspects(the construction,internalization and externalization of inner-party political culture)existing at the same time in space and succeeding each other in time.In terms of the construction of the inner-party political culture,it is to fully realize the relative independence of inner-party political culture as a kind of social consciousness,especially the inheritance on the basis of constantly summing up practical experience and promoting the inner-party political culture to keep pace with the political culture,so as to make it really enter the "brain" and "heart".As far as the practice of the inner-party political culture is concerned,it is necessary to take the lead through the "key minority" and strengthen the supervision of the practice of inner-party political culture.Such two means,one positive and one negative,one soft and one hard,make the practice of the inner-party political culture popular.Looking back on the history of the construction of the proletarian party,especially the Communist Party of China,and the history of socialist construction,we can find that the construction of the inner-party political culture not only plays an important role in the construction of the party,but also is an important means to construct and perfect the party organization,to encourage and restrain the party members,to shape the good image of the party,and to play a strong leading role in social culture.In the new era,to promote the construction of the inner-party political culture is conducive to the serious Inner-Party Political life,the purification of Inner-Party Political Ecology,and the promotion of the comprehensive and strict governance of the party ultimately,highlighting the power of truth and morality so as to attract social elites to join the Communist Party of China,so as to strengthen the party organization,expand the party’s ruling foundation,make the activities of the party organization and Party members be based on reason and law,enhance the legitimacy of the party’s governance,and inheriting and carrying forward the excellent traditional culture and revolutionary culture of China as well as the essence of Western political culture,thereby enhancing the country’s cultural soft power.Only by remembering history can we create the future.Since the founding of the Communist Party of China nearly a hundred years ago,it has made a lot of arduous explorations and accumulated rich experience in promoting the construction of the inner-party political culture,including paying attention to keeping pace with the times of the guiding ideology of the construction of the inner-party political culture,paying attention to following the basic laws of the development of the party’s own existence,paying attention to the integration and utilization of different excellent political and cultural resources,and paying attention to the innovation of internal and external ways of the inner-party political culture.It is of great significance to grasp these basic experiences in promoting the construction of the inner-party political culture in the new era.However,when we turn our focus from history to reality,we can find that due to the invasion of decadent political culture,commodity exchange principles,the infiltration of Western ideology,and the lack of effectiveness of internalization and externalization of inner-party political culture,some party members and cadres still have some problems,such as wavering ideals and beliefs,distorting political values,and keen on hidden rules in the new era.Facing the above problems,drawing on the historical experience of the Communist Party of China in promoting the construction of the inner-party political culture,the construction of the inner-party political culture in the new era should do well in three aspects.Firstly,under the guidance of Marxism,we should realize the development and abandonment of the tradition of the inner-party political culture of the Communist Party of China,Chinese traditional political and governance culture,revolutionary culture and western political culture,on this basis,we should build a inner-party political culture system that better reflects the nature of the party and better meets the spiritual needs of party members and cadres and the needs of self realization.Secondly,we should coordinate and improve all aspects of the inner-party political culture’s dissemination and education,and enhance the effectiveness of the inner-party political culture’s dissemination and education.For example,we should make scientific and reasonable education plan based on demand,pay attention to educators,education objects,education methods and other aspects to improve the implementation effect of education plan,adhere to the diversification of evaluation subjects,the integration of evaluation contents,the diversification of evaluation methods,and the rational use of evaluation results to improve education evaluation.Thirdly,in the practice of the inner-party political culture,we should not only give full play to the leading role of the "key minority",but also combine the comprehensive supervision with the key supervision,the vertical supervision with the horizontal supervision,the inner-party supervision with the outside supervision,give full play to the supervisory role of supervision in promoting the externalization of the inner-party political culture,and make the lofty ideals and beliefs,noble values and strict laws and regulations of inner-party political culture can be seen in the actions of Party members and cadres.
