Capital can turn the surplus value into new capital continually only through the external circulation outside its own economic entity,to promote the expanded reproduction.And that is how the capital-dominated globalization is formed.In this process,the capital continues to expand the external space,includes the world into the capital-dominated "center-edge" structure and forms a capital-dominated dependent world order,which has experienced a transformation from colonialism to hegemonism.In the colonial world,western capitalist countries preyed their colonies barefacedly with their strong military power for cheap raw materials and outlets for goods,so as to satisfy the needs of capital on continually expanded reproduction.During this period,the western capitalist countries emphasized the "social Darwinism"-"law of the jungle"-on social ideology,and advocated theory of racism to defend their predatory behaviors.After the World War Ⅱ,the extensive colonies in Asia,Africa and Latin America have moved towards the road of national independence in succession while the socialism has arisen,and the colonialism finally walked off the arena of history.Instead it was the hegemonism led by the United States,which is dominated by the international monopoly capital.The way that the international monopoly capital obtains surplus value has changed fundamentally.Capital no longer needs to prey raw materials to product locally;instead,it constructs a new chain of international industrial division and value chain,which transfer all low-end manufacturing industries into developing countries,so as to take advantage of local cheap labor force to produce.Meanwhile,international monopoly capital grasps the middle and high ends of global industrial division chain and value chain,to obtain the excessive surplus value.It can realize the global expansion mainly through the transnational corporation as carrier.The national capitals have broken down the boundaries on nationality,which can hold the shares mutually,interpenetrate,and equally share the benefits.Therefore,they have formed a community of shared interests whose fate relates to each other.Meanwhile,the international monopoly financial capital continues to transfer all available resources into capital and include in the global expansion system of capital through financial derivative instrument,securitization and other means of financial innovation.The real world has become a world of financialization,which provides an enormous space for the expansion of international monopoly capital that is beyond the limitation of world geography.However,it would also gradually overdraft the future of human society,which will be beset with a more serious crisis.Hegemonism is going into recession and destruction with its spiritual pillar "universal value".The countries in the world need a new voice,a new road,a new plan and a new power to get out of the current globalization dilemma,and the world has entered a "new era" calling for change of order.Under this historical background,President Xi Jinping put forward the idea to construct the community of shared future,and appealed that,in this era of community of shared future that we are connected to each other and we share the weal and woe,human society should try to go beyond the narrow though,entangled benefit,divergent opinions and different cultures,especially try to go beyond the capital logic.We shall not let the capital to pursue the profit crazily.We need to regard capital as means instead of purpose.What’s more,we need to pay attention to the equal contact,cooperation and mutual benefits between nations and states,to strive for a rosy prospect with joint development,joint prosperity and joint security.The concept of"Community of Shared Future" is the important foundation to analyze and interpret Xi Jinping’s idea of "Community of Shared Future".From the perspective of the internal generative logic of the concept,"Community of Shared Future" mainly includes a Community of Shared Future for Chinese Nation,a Community of Shared Future for China and Other Countries,a Community of Shared Future for Countries and Regions and a Community of Shared Future for Mankind,where the Community of Shared Future for Mankind is the highest level of the concept of "Community of Shared Future",which is also the core concept of the idea of Community of Shared Future for Mankind.The idea of Community of Shared Future for Mankind has deeply reflected the great conception of the new world order proposed by the Central Committee with Comrade Xi Jinping at the core on behalf of all Chinese people,reflected the historical mission and duty of Chinese Communist Party,and has constituted an important part of Xi Jinping’s Thought on Socialism with Chinese Characteristics for a New Era.The idea of Community of Shared Future for Mankind has rich ideological contents,which is established on the realistic basis that the futures and destinies of all national states are closely correlated,and emphasizes to realize the co-prosperity through the joint effort of human society.First of all,it contains a new concept of nation association,emphasizing that the nations shall get rid of Cold War mentality and power politics and surmount the traps of traditional geopolitics game,to explore a new road of peaceful association between nations and establish a world of permanent peace.Secondly,it contains a new concept of national security,emphasizing that the nations shall abandon the old concept of security based on competitive rivalry and zero-sum game to set up a new common,comprehensive,cooperative and sustainable concept of security and establish a world of general security.Thirdly,it contains a new concept of globalization,which advocates transcending the narrow vision of capital-dominated globalization,solve the unfair phenomena and problems occurred in the process of globalization,promote the process of a new,open,tolerant,inclusive,balanced and win-win globalization with joint effort,and establish a world of co-prosperity.Fourthly,it contains a new concept of civilization,emphasizing to transcend the western Clash of Civilization theory,lay emphasis on the communication,mutual learning,coexistence and mutualism among cleanness and beauty.We should stick to the shared values instead of the abstract and false universal value to construct the Community of Shared Future for Mankind.As the value basis of Community of Shared Future for Mankind,shared value is the significant support of its legitimacy.As the value basis of hegemonism world order,however,the universal value is a world view established on metaphysics and based on the premise of an abstract treatise of human nature.The universal value abstracts some ideas with general characteristics in the social communication to serve as a surreal and trans-historical principle of value of eternity,and makes this principle of value take precedence over human society and become the so-called objective criterion that everyone should obey.In the world of hegemonism,hegemonic powers regard themselves as the "Destiny Preacher" of universal value,and do not hesitate to impose the universal value on developing countries by force relying on its international right of speech.This is bound to bring the "Clash of Civilizations",and is nothing else but launching a "crusade in 21st century",which will further intensify the inequality in the real world and make the world situation become more turbulent.However,the shared value does not deny the general characteristics of human.It only emphasizes the sociality instead of naturality of the general characteristics.We can only find out the genuine source of the principle of value based on the general characteristics from the human activities of social practice if we keep a foothold on the sociality,and will not be caught in the religious "mysticism" as the universal value.The "universal value" needs a specific class,nationality or country to preach in the real world,which itself is a kind of inequality,and is contradictory to the idea of equality and liberty advocated by the universal value.And the shared value is constructed and maintained by the joint efforts of all national countries in the world in the cooperative and win-win international practice of social communication,which is also the historical process that the legitimacy of the Community of Shared Future for Mankind has been reinforced gradually.As a great conception of a new world order,the Community of Shared Future for Mankind has gained recognition and response from more and more countries,and has been written in the United Nations documentation for several times,which plays a more significant role.The fundamental cause is that,the Community of Shared Future for Mankind differs essentially from the "idealism" concept of world orders of all forms in history,that is,the Community of Shared Future for Mankind was established on the basis of international social practice from the very beginning.China put forward and practiced "the Belt and the Road" initiative,showed the whole world the vitality and vigor of the Community of Shared Future for Mankind,and also showed China’s resolution and sincerity in promoting the construction of the Community of Shared Future for Mankind.As a new concept of development,"the Belt and the Road" initiative is a repair to the development road of capital-dominated globalization,and an international platform promoting the joint development of countries in the world.As a new concept of geopolitics based on sovereign equality,cooperation and mutual benefits as well as joint development,it transcends the"hegemony”and "balance of power" of capital-dominated geopolitics.In a word,"the Belt and the Road" initiative complies with the demands of the time under the historical background that the association and communication become more tight and countries in the world have gradually become the community of shared future,proposed by human society to seek for the peace and development of high level.Its successful practice indicates that the great conception of a new world order proposed by the idea of Community of Shared Future for Mankind has gradually become reality from a dream.
