| The year 2019 marks the 25th anniversary of China’s full access to the Internet.Over the past 25 years,China’s Internet development has made big promotions from the primary development stage of the Internet with desktop computers as the main way to the mobile Internet-led stage of connecting everyone.Now it has entered to the stage of Internet of everything and Intelligent Media with the deep integration of emerging technologies such as big data and AI with the substantial economy.By March 2020,the number of mobile Internet users in China has reached 897 million,among which 99.3%are mobile users.New trends bring new opportunities.The development of mobile Internet in China is far more advanced than the traditional one.You might even say,the development of mobile Internet in China has led the development of the world in terms of scale,convenience,maturity and user loyalty,and brought new growth points for economic and social development.In China,new applications and services based on mobile Internet technology are springing up like mushrooms after rain,changing people’s living patterns.In the new era,new technologies and new innovations have changed the entire media ecological environment,and brought profound adjustments to traditional political relations and political forms.The changes in the information environment have also brought lots of new situations,new problems and new contradiction to the construction of grassroots organizations of the largest governing party in the world—the Communist Party of China,which needs the great efforts from the party organizations at different levels.In recent years,the grass-roots organizations of the Communist Party of China have not only successful experiences to sort out and summarize,but also some incompatible problems to be solved.Based on the previous statements,this article focuses on the matching relations between the construction of the grass-roots organizations and the new media in view of the theoretical background,the evolution of social practice as well as the theory and practice.At present,there is a general consensus on the influence and promotion of new media to the Party building from the academics to the theorists and the party workers.This consensus promotes the practical application,which encourages fresh experiences emerging from various departments in various regions.The methods of this paper are questionnaire survey,statistical analysis,case analysis etc.The imperfections and ways of promotion have been analyzed in the application of new media by grassroots organizations.The first chapter is the theoretical analysis of the new media and the grassroots party building.The rapid development of the Internet in China is changing the way of social communication and the environment of social and political ecology.The mobile Internet is forming a new network public opinion environment.The technology era based on web3.0 not only promotes new media to push forward the building of grass-roots organizations as a significant tool,but further affects the party construction profoundly,and even affects the update and reset of the social value.The second chapter is about the status quo and problems of grass-roots party building.Questionnaires and investigations have been playing vital roles in the analysis of the way grass-roots party organizations run,the current state of mind of grass-roots cadres,the reasons why some of the grass-roots cadres act negatively as well as the status quo of those who go missing from the party.These issues are the representative ones which give new media rooms to tackle with.The third,fourth and fifth chapters are the main points of this paper.Chapter Three,the era of new media poses severe challenges to grass-roots party building.The challenges to the ideology of grass-roots party building,the construction of grass-roots party building,the information supervision of party organizations posed by the trend of decentralization,the guidance of mainstream public opinion of the party organization posed by the diversified information flows,the model of party’s organizational operations as well as the publicity of grass-roots organizations have been discussed in this chapter.It is concluded that grass-roots party organizations must adapt to the needs of Party organization reform in the new media era,confront the deconstruction effect of information technology decentralization on the traditional party organization structure,actively adapt and change in time.The fourth chapter is about the importance of using new media to enhance the construction of grass-roots organizations.The foundation of the party’s ability to govern is at the grassroots level.The party’s grass-roots organizations are the important foundation of our party’s leadership,the overall work as well as the combat effectiveness.This chapter points out that the use of new media to build grass-roots organizations is an inevitable choice of the times.It is the practical need for the"governing with the power of Internet",the best carrier for the promotion of grass-rootsparty building,the effective way to help the public policy more transparent etc.,recommending that it is necessary for the party to adapt the changes actively,to promote the ability of social adjustment and political governance energetically.The fifth chapter is the main way to strengthen the grass-roots party organization in the new media era.Focusing on the role new media has played in terms of strengthening the unity among the masses,promoting the educational training among party members,facilitating the media of communication as well as the ability of social governance among grass-roots party organizations.New media has become a new channel for optimizing the relations between the party and the masses,using new media for broadcasting and analyzing how grassroots leading cadres can improve their ideological awareness and specific skills in dealing with the media.At present,the prominent problem is how to use the new media to serve the most people at the grass-roots level,to maximize the energy efficiency of the new media,and to curb the existing negative effects,as well as put forward targeted countermeasures and suggestions for this goal.The conclusion briefly summarizes some successful practices and prospects for further research and discussion. |
